San Marino. Montanari (CDLS): “Reforms are not enough, all contracts for pensions must be renewed and pensions revalued”
“The reforms of work and pensions are not enough, a table must be opened for the income policy with the renewal of all employment contracts at the center”.
It is the forte expressed by the Secretary of the Democratic Confederation of San Marino workers, Gianluca Montanari, at the opening of the Confederal Council. Appointment set on the eve of the start of the trade union mobilization which is divided into a cycle of seven assemblies for workers of all sectors and retirees.
“The new flare-up of the high cost of living, with prices destined to reach 9%, together with the galloping cost of energy, make the issue of expired employment contracts circled in red”, Montanari warned, recalling “that only for industrial sectors and crafts have signed the renewals while for the rest of the world of San Marino work we are stuck at the stake. A contractual paralysis that must be overcome as soon as possible because in this context of uncontrolled prices it represents a threat to the incomes of thousands of workers ”.
In this difficult socio-economic context, the secretary of the CDLS denounced, “we discover with great amazement that the government has included in the amended text of the pension reform presented in the Health Commission a new article, never discussed with the union, which blocks until the end of 2027 the revaluation of pensions, providing for a paltry 1% to replace the annually recorded “.
And again: “We are facing a real blitz, yet another demonstration of an authoritarian modality of the executive which ignores dialogue with the trade union on topics of significant interest. In fact, it is not allowed to cut the purchasing power of pensions, and ignore the almost total impasse on contract renewals ”.
The summit of the Democratic Confederation of San Marino workers dedicated a lot of space to the topic of pension reformalready landed in the first reading in the Great and General Council and now in the Health Commission.
There are many critical points listed by the secretary of the CDLS, starting with his basic philosophy: “More than a reform, it is a set of economic corrective measures aimed at saving, all inspired by a logic of disincentives and substantial penalties to remove the pension goal”.
And in support of this thesis he points to the “serious absence” of the supplementary pension reform (Fondiss) from the legal framework under discussion. A fund of 180 million euros ‘frozen’ with very low returns due to regulatory shortcomings.
“For the democratic Confederation – stressed Montanari forcefully – it is essential that the Fondiss reform be addressed urgently because it represents a prospect and support, above all, social security for younger workers. It is urgent to reform the current system starting from its governance, to transform it into a real and concrete support for the benefits provided by the first pension pillar. This is an indispensable step to bring the current very low yields into line with the much more robust percentages of the Italian and European complementary funds ”.
Also on the front of the labor reformsecretary Montanari listed several points from the middle manpower by private subjects which, together with the part of starting the temporary work proposal, would share the precarious area and weaken the role of public placement: “With a male equal to 1.5% and female unemployment around 4% we are faced with a series of rules that do not really feel the need, there is a lack of interventions aimed at the weakest groups who still struggle to enter the world of work such as women and the disabled “.
