Salzburg Budget 2023: Budget preparation under difficult conditions
The budget for 2023 provides for expenditure of 3.85 billion euros. More than 500 million euros of new borrowing are planned. The state budget focuses on health, social affairs, housing and climate protection.
SALZBURG. The Salzburg state government presented the budget for 2023 on Tuesday. ÖVP, Greens and Neos agree on 3.85 billion euros and on the priorities of health and care, housing, public transport and climate protection. A new borrowing in the amount of 541.53 million euros is planned.
Uncertain conditions
According to the members of the government, the framework conditions for preparing the budget were particularly difficult this year. You are faced with a lot of uncertainties. Inflation, a slowdown in economic growth, significant increases in prices, a reduction in the share of earnings and a rise in interest rates made it “enormously difficult to create a realistic budget for 2023,” says Christian Stöckl, Deputy Governor of the State for Finance. It is a “crisis budget”.
“The framework conditions are and will remain more than difficult, we are fully aware of that. We have all the more fulfilled our responsibility to approach the year 2023 with care and stability.”

Amplifiers should cushion
So that the government can react flexibly and quickly in times of crisis, Salzburg has a post in the 2023 budget “Reinforcers” from over 200 million euros planted. This money should be able to cushion cost increases as flexibly as possible and was first installed during the Corona crisis.

The additional income from 2022 will still allow for financial flexibility in 2023 in order to be able to master the coming challenges next year,” emphasizes Stöckl.
A billion “for health”
The biggest chunk of the 2023 budget 1,067 billion euros does he health sector out. In addition, there are investments in the infrastructure of the hospitals. That social budget will increase to more than 500 million euros for the first time in 2023 (507 million). That is almost 22 million more than in 2022.
30 million for housing assistance
State Councilor Andrea Klambauer (Neos) was satisfied with the 175 million euros for housing subsidies. “Of this, 30 million is reserved for housing assistance. We have developed this flexibility over the past few years with solid budget planning,” says Klambauer.
