International round table “Civil society: empowerment and accountability” – challenges of inclusive decision-making processes
Under the auspices of the Irish Chairmanship of the Committee of Ministers of the Council of Europe, the Venice Commission and the OSCE/ODIHR are co-organizing in Strasbourg and online the International Round Table “Civil Society: Empowerment and Accountability” on 13 September 2022.
The conference will be opened by Thomas BYRNE, High Level Representative of the Irish Presidency, Irish Minister for European Affairs (video message), and Marija Pejčinović Burić, Secretary General of the Council of Europe, as well as
- Claire BAZY MALAURIE, President of the Venice Commission
- Matteo MECACCI, Director of OSCE/ODIHR
- Tiny KOX, President of the Parliamentary Assembly of the Council of Europe (PACE)
- Dunja MIJATOVIĆ, Commissioner for Human Rights, Council of Europe (online)
- Michael O’FLAHERTY, Director of the European Union Agency for Fundamental Rights (FRA)
- Clément NYALETSOSSI VOULE, Special Rapporteur on the rights to freedom of peaceful assembly and of association, Office of the United Nations High Commissioner for Human Rights (video message)
The event will provide an opportunity for participants to discuss the challenges of inclusive decision-making processes and will host speakers ranging from experts in international standards (including anti-money laundering), members of the Commission Venice and ODIHR experts, to representatives of national authorities and international NGOs and national authorities of countries with relevant experience.
The roundtable will consist of two sessions:
- The first will be devoted to the various forms of participation of civil society organizations in public life, and in particular in legislative procedures and the work of independent institutions. Speakers are invited to reflect on the distinction between political activities, lobbying and civic activism.
- The second part will focus on regulations concerning foreign-funded NGOs, related to reporting obligations, labeling requirements and their effects on freedom of association.
The conference will end with the proposal of concrete solutions by the participants.
