A million dollars for a plane. How Ukraine fooled the occupiers
On April 1, on April Fools’ Day, the Verkhovna Rada adopted an absolutely serious and meaningful law. The document on the implementation of the reward by the occupiers for the voluntary transfer to the Armed Forces of Ukraine is suitable for the use of military equipment of the aggressor state. The declared amounts are impressive:
- combat aircraft (fighter and attack aircraft) – $1 million;
- combat helicopter – $500,000;
- rocket salvo fire system – $25-35 thousand;
- tank, ground artillery (self-propelled) – $100,000;
- infantry fighting vehicle (landing), armored personnel carrier, armored reconnaissance and surveillance vehicle – $50,000;
- a ship of the 1st or 2nd rank – $1 million;
- a ship of rank 3 or 4 – $500,000;
- ship of military (auxiliary) support – $200 thousand.
Only servicemen of the armed forces and other power structures of Russia could apply for high payments. At the same time, the Council’s official website happily reported: the law is aimed at reducing the negative consequences of the armed aggression of the Russian Federation against Ukraine and the combat potential of the enemy.

However, a significant idea has remained on paper until now. Colonel Andriy Mushtuk, deputy director of the finance department of the Ministry of Defense, confirmed this to Glavcomma in response to a request. He explained: in order to pay funds to the hands of the occupiers, the Cabinet of Ministers must develop a special procedure.
To things that are mentioned in the law itself. even specific terms are written – 10 days after the entry into force of the law. And this term has expired… in the last days of April 2022!
Despite this, Colonel Mushtuk receives: in four months, the Cabinet of Ministers is still working on the “Procedure for paying servicemen of the armed forces and other power structures of the Russian Federation remuneration for the voluntary transfer to the Armed Forces of Ukraine suitable for the use of combat equipment of the aggressor state.” Currently, this project has been approved by the relevant state institutions. And so they plan to bring it to the meeting of the Cabinet.

Therefore, until all bureaucratic procedures are completed, the treasury will not release money from the state treasury for tanks or ships surrendered by the occupiers.
all that at the beginning of March, the state concern “Ukroboronprom” also lured the Russian military with an attractive program. at the same time, promised to pay a prize of $1 million for a won or trophy aircraft. Pilots of the Russian Federation, who are ready to participate in the program, were guaranteed citizenship of a free country.
At the same time, Ukroboronprom announced that it would pay $500,000 for the captured helicopter in working condition.
In mid-March, the adviser to the head of the Ministry of Internal Affairs, Viktor Andrusiv, decided that a Russian soldier who fought against Ukraine had surrendered the tank for a reward. He was supposed to be paid $10,000, but only after the end of the war. The Ukrainian authorities also promised the occupier to issue citizenship documents.
In addition, at the beginning of the war, city mayors and private companies were scattered with promises. For example, the mayor of Chernihiv, Vladyslav Atroshenko, said that he would personally reward the residents for destroying the equipment and military of the Russian occupiers.
“A personal bonus from me for a burned armored personnel carrier – UAH 150,000, BMP – 200,000, a tank – 250,000, captured or killed racist-fascist occupiers – $300 for each”, – to be Chernihiv mayor.
The capital security company “Sherif” also announced the payment of a reward for the stolen Russian equipment.
“Anyone who hits, destroys or burns an aggressor’s tank in Kyiv or the Kyiv region – the SHERIFF will pay $1,000”, – said in the message.
The company promised to pay $500 for other equipment.
