San Marino. Interpellation of Rf on the State Hospital consultancy
Repubblica futura today filed an interpellation with the Institutional Secretariat for answers from the government regarding the seismic consultancy of 300 thousand euros on the State Hospital.
“The undersigned councilors,
- in the light of some articles recently published online in relation to resolution no. 21 of 25 2022, with which the government gave the green light to the ‘collaboration with Pagnoni Vita Ingegneri e Associati of Rome’ for the ‘completion of the structural analysis and for the report on the collaboration on the hospital seismic of the State ‘at the maximum cost of 300 thousand euros;
- analyzed what was reported about a quote that would come from Eng. dr. Sara Frumento di Savona, in collaboration with the company ‘Omega Solutions’ of the same Ligurian capital, which, according to the article, would be’ an engineering study that should have already performed analyzes similar to those necessary for the State Hospital on several occasions, at hospitality and care facilities for Italian public expenditure ‘, and which should have had different intervention options for expenditure on the result of the final health, i.e. the study of necessity of a State Hospital, authorized to much cheaper than the expenditure of the same point a) ;
- evaluation of the indicator in the same articles about the date of arrival of the aforementioned estimate with respect to the decision to assign the consultancy;
They ask the government to find out:
1) if the professionals and the San Marino firms were aware of the opportunity to collaborate for the definition of the seismic risk assessment study of the State Hospital;
2) if it is true that on 14 July 2022 the general director of the ISS, dr. Francesco Bevere, sent a letter to the Secretary of State for Health, Roberto Ciavatta, in which he indicated both Studio Pagoni Vita Ingegneri e Associati as the beneficiary of the collaboration and the costs thereof. If so, we ask to know if this procedure is not considered at least unusual;
3) the methods of dissemination and disclosure used by the government or the ISS for invitations to offer, and whether it was a clear indicator for which specific type of activity the offer was envisaged;
4) if there was a deadline for accepting the offers;
5) whether the estimate indicator in point 2 above has actually arrived and, if so, to which office and on what date;
6) whether other offers / estimates other than those of the Savona professionals have arrived and if so, which ones and at what amount of expected expenditure;
7) if, before the definition of resolution no. 21, a detailed estimate has arrived and has been evaluated by Studio Pagnoni Vita e Ingegneri Associati in Rome and, if so, what it provides in detail;
8) if the activity foreseen in the quotation of Dr. Frumento in collaboration with Omega Solutions differed from that offered by the Pagnoni Vita Ingegneri e Associati studio, and in what aspects or specificities;
9) if the decision regarding the assignment of the consultancy took place having on the table several offers to be evaluated or only one; and in the latter case, why it was not possible to wait to have at least 2 offers on the table before making the decision;
10) what are the evaluations that led the government or the ISS to decide to spend 4-6 times higher figures than what is foreseen in the offer indicated in point 2 in the introduction;
11) if a specific contract was stipulated, when and by which office, with Studio Pagnoni Vita Ingegneri e Associati of Rome and if in the same, given that in previous public declarations of the secretariat of state for the Territory the urgency of the conclusion of the seismic risk assessment study as the motivation for the choice of the beneficiary of the resolution, penalties are envisaged and such in the event of non-compliance with the delivery terms of the seismic risk assessment or non-compliance of the work performed;
12) if the Secretary of State for the Territory and the other members of the Congress of State were aware of the letter dated 14 July 2022 sent by the CEO of the ISS to the Secretary of State Ciavatta as well as the imminent and possible arrival of other estimates from different realities by Studio Pagnoni Vita Engineers and Associates of Rome “.
