“The work that unites”, Landini in San Marino for the affiliation agreement CGIL-CSdL
For the first time since he became Secretary General of the CGIL, Maurizio Landini he visited the CSdL in San Marino. The leader of the largest Italian trade union was welcomed by the Secretary General Enzo Merlini, and by the managers of the San Marino Confederation of Labor to the Montelupo di Domagnano room, where the meeting was held for the illustration and the signing of a collaboration agreement between the two organizations, and for the holding of a debate between the two Secretaries General. The participation of Maurizio Landini put the seal on this agreement between the two organizations. Also present were the managers of the provincial Chambers of Labor CGIL of Rimini, Pesaro-Urbino, Forlì and Cesena, as well as of the regional offices of Emilia Romagna and Marche, signatories of the unitary agreement to the national manager of cross-border commuters, Giuseppe Augurusa for the international department of CGIL. The meeting was attended by the members of the CSdL Confederal Board and the Federation Boards, as well as several other trade union delegates and guests. With this agreement, CGIL and CSdL have intended to further develop and enrich theirs cooperation, addressing the various problems present in the border area between San Marino, Emilia Romagna and Marche, in a transnational, in particular European, perspective. In particular, the activity of providing services for the almost 7,000 frontier workers residing in Italy and working resident in the RSM that comes to Italian territory has been strengthened. The agreement also concerns the several thousand Italian citizens residing in the San Marino territory, who need the services that the CGIL Patronage can provide them; services also offered to San Marino citizens and residents, both as having property and relatives in Italy, and as recipients of social security benefits provided by INPS. The agreement establishes the double affiliation, with which the frontier workers registered in CSdL or CGIL on the basis of the workplace, are considered to all intents and purposes registered in both trade unions, without any additional fee, thus being able to benefit from their respective services under the same conditions. Tax, social security and insurance regulations are subject to continuous variations, so it is important for workers to be able to count on the assistance of the union, in the most convenient ways for them. The most important change from a practical point of view is the possibility, which will be planned in the coming months, for workers and retirees to use the services provided by the CGIL through the INCA Patronato and the CAAF branches also at the CSdL headquarters. For the benefits addressed to the Italian cross-border commuters, relating to the part of the income, already occurred for years, while the ISEE practices for the single check, unemployment and pension requests, etc. will be added. For residents of San Marino, services can be offered for the payment of the IMU, for the equalized ISEE for university students, for pension practices in the event of contributions paid to INPS. Obviously, this agreement is affirmed in the historical wake of the relationships they see CGIL And CSdL committed synergistically, albeit with different contractual situations and respective legislative countries, in putting a stop to the regulation and the precariousness of employment relationships and instead promoting development and stable and justly paid employment. This synergy had already materialized, with the aim of exercising a more effective protection of frontier workers, within the interregional trade union council of San Marino, Emilia Romagna and Marche, which is composed of all confederal unions and recognized by the CES (European Trade Union Confederation), precisely because rights must have no borders. The problems concerning frontier workers are still numerous, including those relating to the regulations concerning the use of parental leave (frontier workers of both countries are excluded), and the tax exemption, which has been inactive for many years. The commitment of the CSIR is to ensure that the Italian Government and Parliament proceed with its revision and elevation, also following the agreement between MEF and confederal trade unions of December 2020. CSdL and CGIL support the proposal made by the CSIR regarding the establishment of a permanent Observatory on the phenomenon of cross-border operations, already launched by the Province of Rimini and the Emilia Romagna Region and being implemented in the Provinces of Pesaro-Urbino, Forlì and Cesena, which also sees the involvement of San Marino institutions. The agreement also deals with the phenomenon of seconded work, which sees a constant and continuous flow of Italian companies and workers crossing the border every day.
