Slovensko.sk explained the big outage in contradiction to reality, claims the supplier. The state stands by its conclusions and excludes its own
The supplier does not want to deal with the issue through the media, nor did the state communicate the reservations.

Further analyzes of the Govnet and portal infrastructure outage Slovensko.sk did not bring any new facts that supplemented or fundamentally changed the original opinion of the National Agency for Network and Electronic Services (NASES).
The institution stated this for Živé.sk, which is interested in the topic again after some time has passed. The attitude of the state is thus in contrast with the point of view of the supplier company, which talked about errors in media outputs.
Recall that the problems arose a month ago, according to NASES, due to a physical interruption of both the primary and backup communication circuit between the data centers. At the same time, the agency informed that the contractual partner moved the back-up route into a connection with the primary line and left both lines in connection, which made it impossible to deploy an alternative solution in a short time. We had to wait for a night repair by technicians and Slovensko.sk like that it didn’t work for almost 24 hours.
The official operator did not object
The company Swan, which is a co-supplier of the Slovensko.sk portal itself and also a provider of data connectivity services for NASES, has so far issued only a blunt statement without any details.
“The media presentation of this case contradicts reality. However, we do not intend to resolve the situation through the media, but directly with our client,” wrote company spokesperson Pavel Ďurík on August 8.
The company did not respond further to the request to specify in more detail why the events presented were inconsistent with reality.
NASES is your presence behind his original statement from July continues to stand. He also emphasized that Swan had not delivered any reservations to him by Tuesday.
“The facts in the publicized NASES position fully revealing the facts stated in any case do not contradict reality, as Swan tries to claim,” current. At the same time, he clearly expressed the position that, on his part, he can “absolutely rule it out at the moment.”
They did not say what caused the fire
The state did not say why the backup route was moved to coincide with the primary line. “The circumstances of the concurrence of the primary and backup connection should primarily be explained by Swan as a service provider. Transferring the backup route to coincide with the primary route will be the subject of further investigation,” comments NASES.
The organization further specified that physical damage to the infrastructure caused the fire. But I don’t know its reasons. Swan did not comment on the primary reason.
They are waiting for an explanation from the supplier
The state restored the connection via two independent routes and is currently waiting for the receipt of the protocols on which the routes should also be drawn on the map. At the same time, it evaluates measures to minimize the risks of repeating various outages, NASES informs.
We also asked whether the Slovensko.sk portal had a functional back-up site to which the operation could be switched operationally if necessary.
NASES confirmed that the portal was to be built as a “highly available solution against this type of outage, with service availability guaranteed to a high level by suppliers”.
Even in the contract for data connectivity, it is directly written that the backup connection is “an independent route in relation to the corresponding primary route”. In addition, the note adds that it simultaneously terminates in a different central Govnet node than the primary route.
The agency investigated with the supplier the reasons for not ensuring the availability of services and is currently still waiting for an opinion on why the guarantees of ensuring the smoothness of operation and availability of services were not ensured.
If there was a fine, it would probably be minimal
NASES did not comment on the issue of possible sanctioning of suppliers. We have at least looked at the contracts that could govern the reimbursement process.
A separate contract deals with data connectivity, and another contract is for the Slovensko.sk portal and its modules. In both cases, non-compliance with important contractual guarantees is the basis for establishing a possible contractual fine, which in practice is applied in the form of a discount from the monthly fee.
In the case of the Slovensko.sk portal, however, the documentation says that unavailability caused by another information system, or Govnet, is not included in the total time of unavailability.
And with the Govnet contract, even if both parties agree that force majeure did not fail, the sanctions for the company are minimal. One day of outage represents about 3.2 percent of the entire month of July. In case of non-compliance with availability from three to 10 percent, the discount is only a negligible 0.2 percent of the monthly fee.
