Switzerland is added to the list of designated natural and legal persons under Russia sanctions
On July 29, 2022, the Federal Department of Economic Affairs, Education and Research amended several annexes of named persons and organizations and goods that are affected by the restrictive measures under the Russia sanctions. With this latest revision of the Ordinance on measures related to the situation in Ukraine (the “Ordinance”), Switzerland has once again aligned its position with the EU regarding Designated Parties and Listed Items. The amended Appendices came into force on July 29, 2022 at 18:00 CET.
With this change, Annex 8 (relating to Art. 15) of the Ordinance was supplemented by 54 natural persons and nine corporations, Annex 2 (relating to the transitional provision of Article 35 (4)) of the Regulation by four corporations and those listed therein Goods updated Annexes 1 (to Art. 5), 4 (to Art. 10) and 23 (to Art. 11a) of the Regulation.
The individuals and corporations are made up of high-ranking members of the political or cultural establishment, high-ranking military leaders and personnel, propagandists and business leaders. In particular, as of the date of this notification, Switzerland has not (yet) designated Sberbank, but also six individuals and one entity separately designated by the EU under Regulation (EU) 2022/1274 associated with Syrian military and mercenary support to the Russian Army liaison in Ukraine.

As always, the Swiss government will decide on the implementation of the substantive changes to the EU sanctions (ie the seventh sanctions package) in due course, after which the regulation will be revised accordingly.
