À cause de l’insécurité, ces habitants de Bordeaux voient leur quartier submergé d’ordures

This is a problem that is not new. Since June 2021residents of the Bacalan district in Bordeaux (Gironde) complain about the insalubrity of their area of residence. Garbage collectors no longer carry out door-to-door collection and the surroundings of the bins placed at the entrances to the district are quickly transformed into open dumps.
History of facts
In question, an attack that occurred last summer in the Cité Peyronneaud, one of the four dead ends that run along the avenue de Labarde. The garbage collectors were unable to carry out their usual rounds due to inconvenient parking.
The team therefore honked to indicate the problem. Threats followed from the owner of the badly parked car, who went so far as to draw a firearm. Facts that are not recalled those that occurred in Eysines in January 2021.
“It was the straw that broke the camel’s back,” explains Vincent Maurin, deputy mayor of the Bordeaux Maritime district. The garbage collectors have asserted their right of withdrawal, specifying that they will not return to these streets until the problems of incivility are not resolved, and that infrastructures allowing to turn around at the end of the dead end will not be installed.
There is a real basic problem, as in many streets in Bordeaux. We must think about the safety of local residents, by no longer reversing, but also that of the agents. Some people want to go to these areas, because they know very well that garbage must be picked up, but you can’t put a police car behind every truck.
Because until then, the trucks were reversing to get out of these streets, a maneuver prohibited with this type of vehicle by regulation 437, specifies Sylvain Verney, General Secretary Force Ouvrière in Bordeaux Métropole. “We have already had to deal with fairly complicated accidents with dump trucks reversing,” he continues.
Trash is piling up
So that residents can get rid of their waste, the district town hall has had containers installed at the entrance to the Cité Peyronneaud and the impasse Noël. “They immediately overflowed, says Vincent Maurin, and wild deposits began to appear around the dumpsters. Now, a stench fills the streets, and garbage litters the ground.
This phenomenon is not new. The Deputy Mayor explains: “When I arrived in July 2020, I identified 21 illegal dumping sites in the Bacalan district, from the Avenue de Labarde roundabout to Boulevard Alfred Daney. »
As reinforcements, members of the association Bordeaux Services Solidarity Every Monday passes to collect the waste of the residents, at the expense of the town hall. “Between 600 and 700 kg”, according to the association. “This is only a temporary solution”, specifies Vincent Maurin, who refuses that citizens “pay twice their taxes for the same service”.
Disillusioned residents
Alain Grandury has lived in the neighborhood for twenty years. His house, located at the bottom of the Cité Peyronneaud, is the closest to the pile of garbage. He says: “My two dogs bring me 5 to 6 rats a day. “A few years from retirement, he is dismayed by the situation which has “only deteriorated” in recent years. “In three years, I will leave the country and sell my house. It is estimated at 480,000 €, but with the deterioration of the district, I could never sell it at that price. »
He expects more consideration from elected officials. “It’s not just garbage. The number of incivilities also increases, insecurity. Everything goes into a spin. »
To which Vincent Maurin replies: “The kidnapping will be done in the weeks, if not the days to come. Regarding the disadvantages, less household waste scattered on the road should reduce their number. »
What solutions?
The deputy mayor asked Bordeaux Métropole to find “solutions adapted to the four dead ends”. Door-to-door collection was able to resume at the beginning of June 2022 in the impasse Noël and the allée de Vampeule. An assessment is underway to widen the bottom of chemin Lagardère and allow the passage of garbage collectors with a reduced-size dumpster.
Regarding the Cité Peyronneaud, door-to-door collection should resume in September 2022. For this to be done in the best conditions, Vincent Maurin explains that the resumption will be prior to “preparation at the end of August” with local residents, with mediators and outreach workers.
A chosen one may help: delaying the collection schedule by a few hours. That is to say, do it between 8 a.m. and 9 a.m. rather than at 6 a.m., in order to avoid all the traffic that there is around the drug market and which is done at night in this street .
Finally, it is necessary to advance the presence of the police “regularly in this street”, in order to sanction any formation of illegal dumping, to prevent awkward parking and any other incivility.
Questioned on the subject, Thomas Cazenave, deputy for the 1st constituency of Gironde, should meet with Vincent Maurin at the start of the school year.
