The Andorra City Council approves “historic” budgets with 12.7 million euros
The Andorra City Council has approved “historic” budgets of 12.7 million euros -13 million consolidated including the Sports, Culture and Tourism Boards- thanks, in large measure, to the extraordinary income from the first photovoltaic plants that were will install in the municipality.
The accounts, which exceed 4.3 million euros to those of 2021, went ahead last Friday with the votes in favor of PSOE and PAR and the abstention of the PP. Ciudadanos, Izquierda Unida and Elijo Andorra did not appear, alleging health reasons, haste in the processing and labor reasons, respectively.
The mayor, Antonio Amador, described as “historic” some budgets that, he emphasized, “have been made under the premise of the principle of prudence.”
“We are facing the largest budget that has been approved in Andorra,” Amador stressed, largely because more than 3 million euros from the ICIO (tax on constructions, installations and works) corresponding to the location of photovoltaic parks and the dismantling of the thermal power plant. The accounts do not currently take into account land leases or special activity taxes on renewable projects.

All in all, the income has the endorsement of Intervention and “guarantees, above all, the economic stability and good health of the municipal arcades,” said Amador. The mayor acknowledged that the budgets “have come late and everything has been very hasty”, in reference to the reasons that Elijo Andorra gave for not appearing in plenary. “But we couldn’t delay it any longer.”
In any case, the alderman verified that the government team has taken into account the proposals of other groups. The Youth item -delegation held by IU- began the legislature with 15,000 euros and this year it reaches 40,000, with the commitment that in 2023 it reaches 60,000. The Administration will also be modernized at the request of this group, and “in Sports – Andrés González (Cs) delegation – an important item for the renovation of the sports center is available to the councilor from minute one,” he said.
“In a smart way”
“Years of strong revenues are coming and in Andorra there is a lot to do, so you have to take advantage of them intelligently,” said Amador, who urged future corporations not to waste.
The chapters of expenses and income are identical, with 12,689,085 euros provided. The staff item will receive 3,489,690 euros and includes the allocation of vacancies. The item of current expenses rises to 2,816,285 euros, increased by the spiral of inflation, although it is amortized with the new municipal cleaning contract. It will also save the new telecommunications specifications, as well as energy efficiency measures.
Financial expenses will be €26,300, current transfers €1,873,410, capital transfers €1,995,000 and real investments €2,481,000.

Amador stopped at the investment chapter to ensure that “we are going to improve people’s day to day.” The improvement of buildings will receive 500,000 euros; the extension of the residence, 450,000 euros; 200,000 euros public roads, not counting La Loma street and Teruel avenue (200,000 and 385,000 euros). Also noteworthy is the 250,000 euros to make the Salesianos an urban park. The mayor stressed that a sports court will be built in the Union. He will also highlight the support that the parties will have.
“They are budgets with a strong social commitment to cover all those associations that need it, in addition to serving schools and educational centers,” said the mayor. It is also committed to supporting the productive, commercial and economic sector.
Amador reported that during the year announcements will be made to “create that alternative for the future” and employment that Andorra needs.
