San Marino. Council meeting under the banner of draft laws and Arengo instances, passes that for parking spaces reserved for ISS employees
The council work in the afternoon quickly concludes the ratification of the delegated decrees with the green light to the last provision still under examination, the decree law n. 89, “Extraordinary provisions for the payment of pension benefits following the restrictive application aimed at against activities that threaten international peace and security”. How to clarify the explanatory report of the Secretary of State for Health, Roberto Ciavatta, “Has the purpose of dictating provisions regarding the payment of pension benefits to persons residing in geographical areas affected by conflicts and in which restrictive measures are taken to protect international peace”. In particular, “given the persistence of the emergency arising from the conflicts in Ukraine-Ukraine – he continues – in order to avoid international sanctions or the risk of rejection of payments, it was recognized that it was necessary to carry out checks on payments to the nations affected by the conflict “.
After the ratification of the decrees, three bills presented at first reading for the attention of the councilors: the PDL “Provisions relating to the use of fireworks”, presented by the Secretary of State for the Territory, Stefano Cantithe Pdl “Reform of the disciplinary rules for public employees” and the Pdl “Administrative sanctions and related assessment procedures under the responsibility of the Authority for the authorization, accreditation and quality of health, socio-health and social services – educational “, both presented by the Secretary of State for Internal Affairs, Elena Tonnini. A debate is launched on all three bills, the most popular is on the project that introduces the ban on fireworks in the Republic, with the exception of the day of September 3, a national holiday. In fact, on the part of directors – both opposition and majority, first of all those of Domani Motus Liberi – are expressed perplexity about the introduction of a measure defined peremptory and more stringent than what was requested by those who had proposed the Arengo request from which the PDL derives. On the part of the directors it is therefore expressed the will to carry out the necessary investigations in the Commission, and on the part of the SDS Canti is expressed maximum availability in this regard.
Having concluded the first readings, the Hall examines the four Arengo instances on the agenda: the n.10, “For the availability, in the parking lot of the State Hospital, of parking spaces reserved only for the ISS”, which obtained a unanimous vote (21 votes in favor).
All other requests rejected: n. 9 “for the construction of a baseball field with regulatory measures for boys and softball”, on which the SDS Canti gives a contrary opinion, deeming the area identified by the snapshots, near the official baseball field, not suitable. In this regard, the majority director Matteo Zeppa di Rete anticipates that “he does not feel like” to vote against, while Denise. Bronzetti, Mixed Group, asks that the commitment be made to find another area to build the camp. Nothing to do, the application with 15 votes against and 11 in favor is rejected. Same fate for instance n. 27 “for the modification of article 2 of Law no. 52/2007 on the subject of repopulation of hunting oases” (18 votes against and 2 abstentions) and for the application no. 13, “so that ‘Spazio d’Ascolto’ is encouraged at school and they can help promote awareness-raising initiatives on the usefulness of a psychological counseling for young people” (20 votes against4 in favor). The competent Secretaries of State, for Health and Education, recall how the request has already been received by an Agenda approved in the Council Commission which aims to strengthen the listening space.
The session ends and, given the progress of the work, the Great and General Council will meet again next Monday, June 20, at 2.30 pm.
