San Marino. Salariati Aaslp, after the controversy and the words of the Rf union questioned
The future council of the republic sent a group this morning to the institutional secretariat a question on the employees of the autonomous state company for public works.
“The undersigned councilors of the Republic of San Marino,

– that the system of autonomous state companies, as defined by law no. 88 of November 26, 1980, represents the most important tool for the production of goods and provision of services to citizens on behalf of the Public Administration;
– that in particular the State Autonomous Company for Public Works (Aaslp) includes in the organizational structure almost all of the workers employed by the State pertaining to the specific type of wage contract;
– that, confirmed by the numerous reports in the press, the state also of the territory of the Republic of the safeguarding of the territory dependent on the Republic as far as salaried is currently characterized by large teams of staff degradation and neglect, in particular as regards the state of the road system and extensive personal decay and neglect, in particular as regards the state of the road network and extensive personal decay and neglect of public parks;
– that in recent days in the media there was news of the adoption by the government of the new organizational model of the ASLP ‘which provides for a staffing requirement of 146 employees, to be gradually reached with the staggered recruitment, until 30 June 2023, of the missing units’;
– that, again in recent days and still in the media, the director of the ASLP, referring to the adoption of the new organizational model and road maintenance in particular, declared that ‘the Company intends to guarantee minimum operations for its teams’;
– that the director of the ASLP himself, following the numerous reports of degradation concerning, among other things, the management of the green areas of the Republic, has a company in the management of public parks despite the unification of the Ugraa wage workers teams to the same company assigned to such maintenance;
– that, as has been learned from the media, negotiations are currently underway between the government and the social partners for the renewal of the wage contract,
question the government to find out:
- what is the new organizational model of the ASLP and in particular how many and which salaried teams have been decided to keep, and how many and which activities have been decided to outsource;
- on the basis of which analyzes this model has been drawn up, with particular reference to the cost / benefit study of maintaining salary teams or the outsourcing of certain activities, to market surveys conducted on any outsourcing or to company cost projections and the related sustainability in the case of maintaining the operations of the teams;
- with particular reference, but not only, to road maintenance and the management of public parks which analytical indicators have been used to quantify the request for services by Aaslp wage teams in order to evaluate their suppression or maintenance in a certain number of workers , which analytical indicators were used for the level of satisfaction of this request for performance both current and following the adoption of the new organizational model;
- what are the objectives, economic, financial and political, that the new organizational model of the ASLP intends to achieve;
- why, contrary to the provisions of Law no.188 of December 5, 2011 and to what has been done for the public sector, a “need” was determined for the salaried staff of the AASLP, however, to be realized in a very short time ( by 30 June next), without the adoption of the necessary delegated decree;
- on the basis of which regulatory instruments, in the absence of the adoption of this specific requirement decree, the delegated ‘needs’ of the personal salary was adopted and, given the evident discrimination between public employees by different forms of employment contract, if the ‘requirement’ adopted on the basis of the new organizational model, legal value also in reference to the necessary guarantees towards workers;
- what are the selection and recruitment tools for the units to be hired envisaged in the adopted ‘need’;
- what is the progress of the negotiations in progress for the renewal of the salary contract, such as the political conditions and any agreed increases.
We take this opportunity to ask the government’s intentions to account for the timing and objectives of the renewal of the employment contract.
Finally, a copy of all the documents relating to the new Aaslp organizational model and its adoptions by the competent decision-making and control bodies as well as all documents relating to the negotiation in progress for the contractual renewal for salaried personnel, even temporary, is requested. or prodromal, possibly already parafati.
