Repubblica Futura: Question on AASLP wage earners
The undersigned Councilors of the Republic of San Marino,
Award winning
– that the System of Autonomous State Companies as defined by Law no. 88 of 26 November 1980 represents the most important tool for the production of goods and provision of services to citizens on behalf of the Public Administration;
– that in particular the State Autonomous Company for Public Works (AASLP) includes in its organizational structure almost all the workers employed by the State pertaining to the type of wage contract;
– that, confirmed by the numerous reports in the press, the state also of the territory of the Republic to the safeguard of the territory dependent as it depends on its specification as regards the state of the roads and extensive personal degradation and neglect for the state of the roads and personal degradation and neglect, in particular as regards the state of the road network and personal deterioration of public green areas;
– that in recent days in the media the news was given of the adoption by the Government of the new organization of the AASLP “which foresees a personal need of 146 employees, to be gradually reached with staggered recruitment, until 30 June 2023 , of the missing units “;
– that, again in recent days and still in the media, the Director of the AASLP, referring to the adoption of the new organizational model and road maintenance in particular, declared that “the Company intends to guarantee minimum own teams “;
– that the same Director of the AASLP following the numerous reports of degradation concerning the other the management of the green areas of the Republic highlighted in the press the serious difficulties of the Company in the management of public parks despite the merger with the Company itself teams of UGRAA salaried workers in charge of such maintenance; – that, as has been learned from the media, negotiations are currently underway between the Government and the social partners for the renewal of the wage contract,
question the government to find out:
1. what is the new organizational model of the AASLP and in particular how many and which salaried teams have been decided to keep, and how many and which activities have been decided to outsource;
2. on the basis of which analyzes this model has been drawn up, with particular reference to the cost / benefit study of maintaining wage teams or the outsourcing of certain activities, to market surveys conducted on any outsourcing or to company cost projections and the relative sustainability in the case of maintaining the operations of the teams;
3. with particular reference, but not only, to road maintenance and the management of public parks which analytical indicators have been used to quantify the request for services by AASLP wage teams in order to evaluate their suppression or maintenance in a certain number of workers, which analytical indicators have been used to assess the level of satisfaction of this request for services both current and following the adoption of the new organizational model;
4. what are the economic, financial and political objectives that the AASLP intends to achieve through the new organizational model of the AASLP;
5. why, contrary to the provisions of Law no.188 of December 5, 2011 and to what was done for the public sector, a “need” was determined for the salaried staff of the AASLP, moreover to be realized in time very short (by 30 June next), without the adoption of the necessary Delegated Decree;
6. on the basis of which regulatory instruments in the absence of the adoption of this specific Delegated Requirement Decree, the “needs” of wage-earners have been adopted and, given the clear discrimination between public employees by different forms of employment contract , if the “model requirement” adopted on the basis of the new organizational legal value also with reference to the necessary guarantees towards workers;
7. what are the selection and recruitment tools for the units to be hired envisaged in the “needs” adopted;
8. what is the progress of the negotiation in progress for the renewal of the salary contract, such as the political conditions and any agreed increases.
We take this opportunity to ask the government’s intentions to account for the timing and objectives of the renewal of the employment contract.
Finally, a copy of all the documents relating to the new AASLP organizational model and its adoption by the competent decision-making and control bodies as well as all documents relating to the negotiation in progress for the contractual renewal for wage personnel, including temporary ones, is requested. or prodromal, possibly already parafati.
