Civil Protection volunteers in the field for a maxi peace exercise
Ten years after the creation of the Civil Protection Service and just 8 months after the expiry of the call for recruitment of the related volunteers (issued pursuant to Delegated Decree January 28, 2021 n.9), the first maxi exercise on two emergency scenarios. A very complex machine to organize and which saw the participation of about 70 volunteers from all the Castles, guided and coordinated by the Civil Protection Service officials. At their side a long series of supporting actors, each of them essential in case of emergency: Gendarmerie, Civil Police, cableway operators and technicians (AASS), ISS doctors and nurses, radio amateurs, volunteers of the Rimini Civil Protection, Alpine Rescue and Speleological Emilia Romagna, SAER-CNSAS. The operations were followed by the Secretaries of State for the Territory Stefano Canti, Elena Tonnini from the Interior and Teodoro Lonfernini at Lavoro. The first emergency scenario was carried out at the cable car, with the simulation of a blockage of the cabins and the need to evacuate passengers. They were lowered on the Costa dell’Arnella and then immediately rescued by the staff of the San Marino Red Cross and the Emergency Department of the State Hospital present at the Advanced Medical Post set up by the volunteers in the square in Borgo Maggiore. The other scenario involved the search for a missing person. The Gendarmerie, with the anamnesis of the data collected by the Central and then made available to the search teams, started the search operations coordinated by the CNSAS, which guided them according to the technique of mopping up by areas. After the person was found, recovery and health support operations were then followed. Below a structure set up by the volunteers themselves in the square below the cable car, over 150 people were welcomed for the finale, another skill to be acquired in case of real need, the lunch always expertly prepared by the San Marino civil protection volunteers. Undoubtedly, a maxi peace exercise in the name of the safety of citizens and tourists, which was very important both for the San Marino volunteers in the acquisition of new knowledge, and for the other institutional subjects for the development of intervention procedures, which thanks to the continuous technological evolution, they become faster and more efficient. In fact, it is essential that in the event of natural or technological accidents, the person knows what to do and how he must relate to others, because the true result is done by each team alone. Worth noting is the precious and constant contribution of the Giunta di Castello di Borgo Maggiore and the Captain of Castello Bollini, who constantly supported the Service for any practical and logistical problem. A heartfelt thanks to the Operational Structures institutionally responsible for the management of similar events, which have guaranteed their effective and friendly collaboration, to be initiated by: Corps of the Gendarmerie, Command of the Civil Police with the Fire Service, Command of the Guardia di Rocca. The thanks also of the Civil Protection Service is addressed to the Superior Command of the Militias, to the AASS Cableway Service also present with its Director, to the Alpine Rescue, to the San Marino Red Cross, to the Emergency Department of the State Hospital, to the Association Radio amateurs. Thanks to the Secretary of State for the Territory and Environment, to the Secretary of State for Work and Relations with AASS, to the Secretary of State for Internal Affairs, to the Director of the Territory and Environment Department who wished to honor us with their presence. Thanks to the friends of the Provincial Coordination of the Civil Protection of Rimini, for their experience and for their constant contribution to the refinement of our structure.
