ZERO argues that the water sector in Portugal must be more efficient
ONE Sustainable ZERO for Associação PENSAARP000, the Strategic Plan for the water sector in Portugal, the Strategic Plan for the water sector in Portugal considered that the Strategic Plan2 for the water sector in Portugal came to change, to the fore in relation to 20 years old. to be already the fourth plan for the sector.
“It is with great concern that ZERO anticipates the next 10 times the plan, whose public Thursday ended in the consultation an excessive concern with the economic and financial balance of the managing entities, there is no real intention to improve their environmental performance. water efficiency of services where water species represent 24% of the volume of water that enters the supply system”, stated a ZERO in a press release.
In view of the situation, the association presented four challenges that “it deems urgent to solve and to which PESARP 2030 does not provide the adequate response”.
The first has to do with an environmentalist approach to an effective response from public authorities, particularly with regard to municipalities, where the sector’s efficiency losses are more sensitive to water, and which cannot be resolved with action as recommended in the plan”.
Another challenge is tariff regularization and the recovery of expenses with water supply services and wastewater management services through tariffs, or that “requires a regulatory entity with effective regulatory power”.
ZERO expressed a few ways in which it can be applied “through the recovery of expenses by the managers responsible for the tariff and the increase in tariffs charged to consumers”.
“The recovery of expenses exclusively through this adjustment and abrupt way, will certainly generate an economic increase and obviously dissatisfaction, and may increase in logic of regulation of the economic and financial budget of the managing entities”, he added. .
The challenge has to do with rainwater for the first time included in the sector, considering that ZERO does not give measures that are already in the management of measures associated with measures are referred to some levels of priority of lesser importance”.
“Facing the challenges imposed by climate change and the impacts that a change of climate change represents in the need to invest in separative networks and the definition of concrete measures in this sense, something does not seem fully translated into the plan”, he considered.
The fourth challenge is the reuse of water, as a ZERO reinforcement measure for the defense of the water site.
“In this aspect, Portugal is very far from the reality of other countries, even at European level, reuse of 1.2% treated wastewater and the proposed plan presented reveals a total lack of commitment only to significantly improve the national position”, he criticized an association.
For ZERO, a review of the legislation on water reuse should constitute a matter, especially with regard to the decentralization of treatment and consumption of “grey water” at the building level, given that the Legal Regime for the Production of Water for Reuse Obtained from of Wastewater Treatment “little or nothing refers in this regard”.
According to the evolution of climate change, “the challenges that extend to the environment, both by the sector and the nearby problems are enormous, and may be necessary due to the evolution of climate change and its effects on the quantity of water resources and their effects on quantity as well as quality to do much more and much better than what has been done so far for more efficient services at all levels”.
