Familienhilfe becomes a public law foundation – Liechtenstein
VADUZ – The government is responding to the request of the Liechtenstein Family Aid Association to convert the foundation from a private to a public institution. It has passed the draft for the corresponding amendment to the law. Among other things, family support should have an independent board of trustees.
The draft law or the law on Liechtenstein family assistance (FHLG) provides for the change of family assistance in Liechtenstein from a private to a public foundation. They will keep the name «Family Aid Liechtenstein». The purpose of the foundation is in particular to ensure the best possible outpatient care, support, support and advice for those in need of care and nursing who live in the country.
The background to the change is a corresponding application by Familienhilfe Liechtenstein eV, writes the government. The planned foundation under public law is to assume all the rights and obligations of the existing association under private law.
The Board of Trustees should be independent
The organs of the foundation are the foundation board, management and the auditors. In addition, a council determines the strategy, including the key figures for financial planning. This consists of the leaders of the eleven congregations.
Deviating from the draft for consultation, the Liechtenstein Family Aid should have its own foundation board that is independent of the Liechtenstein Elderly and Sick Aid (LAK). In order to ensure that the strategic decisions in the areas of outpatient and inpatient care and nursing are made in full, the chairman of the strategy council and the president of the foundation council of the LAK should also be able to take part in the meetings of the foundation council with an advisory vote. Conversely, the people who hold these positions in family assistance should be given this opportunity at the LAK.
With the creation of a law on family assistance in Liechtenstein, the government will also amend the law on Liechtenstein old-age and sickness assistance (LAKG) and the law on supplementary benefits to old-age, survivors’ and disability insurance (ELG), insofar as this is necessary and sensible.
