Costa goes to Kiev. The next step in the relationship between Portugal and Ukraine
The prime minister confirmed yesterday his trip to Ukraine, where he will settle with the country’s president, Volodymyr Zelensky, not revealing, however, when it will take place. In a statement made in São Bento, at a press conference, after meeting for about an hour, by videoconference, with his Ukrainian counterpart, Denis Shmygal, António Costa said that the date of his visit to Kiev “was set and will be released at the moment he considers a priori”, explaining that the trip “will include not only meetings with the prime minister, but also with the president” Zelensky.
The head of Ukrainian government agreement will still accumulate European affairs protocols, according to the Ukrainian government protocol, which will still accumulate protocols for the Ukrainian government protocol, directed to help via protocol.
Previously, the Parliamentary Committee on Foreign Affairs, the PSD had presented a proposal for visiting Ukraine at the invitation of the Assembly of the Republic, something that was rejected because it did not happen. The same is not true for the Prime Minister’s visit, since there is an invitation from the Ukrainian side.
This is yet another step on the list of cooperation between Portugal and Ukraine since the beginning of the conflict, in an attempt to start the cold but which are approaching, albeit with some controversies in between.
Zelensky asks for “strong position”, Costa did not give
Almost a month after the start of the conflict, on 24 March, the Ukrainian president spoke to the European Council. In the statement, made by videoconference, Zelensky considered that, until then, Portugal had not given all the support it considered necessary. When asked whether Portugal supported Ukraine, the Ukrainian president replied, “Almost.”
António Costa was present at the meeting, in the words of the Ukrainian president and, in the end, he said that Portugal had given Ukraine “all the necessary support” both at a humanitarian and military level.
The topic on the table in Zelensky’s declaration was related to the accelerated accession of the European Union to the European Union, something that no longer found consensus in European structures. Despite Zelensky’s request for Portugal to have a “strong position”, Costa did not initially align with Ukraine’s proposal, saying that the country needed “an urgent and effective response” and not a “prolonged and “necessarily uncertain”.
Ukrainian President speaks in Parliament
On the 21st, and already 23 parliaments since then, spoken around the world, Volodymyr Zelen was invited to address the Assembly of the Republic in an extraordinary event, which was not attended by the parliamentary deputies of the PCP.
At the session, Zele asked Portugal for more weapons and for Russia achelensky. At the same time, he reported on what had also happened on the ground: “Yesterday [20 de abril]not far from our capital, he found two more graves of two 35-year-old men and a 15-year-old girl”.

Since a war has not started, the PCP’s position – which does not explicitly express the Russian invasion, without using a form of “contextualization” center – has been at the state of discussion.
The president of knowing that, in the municipality of Setúbal, he had been rescued from the Refugee Association to the Kremlin, as that Portugal continues to have a party like the PCP, that Portugal continues to have a party like the PCP basically supports the war”. In view of this, António Costa said yesterday that it was “inconceivable” to make the party illegal, stressing, however, that the Executive has divergences regarding the positions of the communists on this matter.
According to the PCP, the discussion about the party’s positions represents a “fascism” speech and a witch hunt.
Ukrainian MNE asks Portugal for three things
After Zelensky spoke in parliament, the Ukrainian Minister of Foreign Affairs, Dmytro Kuleba, reiterated, in an interview with DN, the requests to Portugal.

Kuleba also considered that “Portugal has, for many years, many years, a very loyal Ukrainian”, something that “makes the country stronger”, which can also benefit the European Union and play in favor of the Ukrainian community.
