Government not yet03 final version of Portugal 2 to Brussels
“The final version of the Partnership Agreement is not delivered in Brussels and the time to listen to the social concert, the social partners, civil society and Parliament exists” said this Tuesday the Minister of the Presidency, Mariana Vieira da Silva, in Assembly of the Republic, during the parliamentary hearing within the scope of the evaluation, in the specialty, of the proposed State Budget for 2022.
At stake is the 23 billion euros envelope of Portugal 2030, the new community for 2021-2027 that succeeds the current Portugal 2020.
At the beginning of March, the previous government announced the approval of the Portugal 2030 Partnership Agreement and the former Minister of Planning even assured the Express that the document was “ready” to be signed with the European Commission: “It could be the first measure of the new Government”, said Nelson de Souza.
The Presidency now advances that there is still room for debate on the document: “The ministry still stops the month of debate on March 4th – a version that is still delayed for the debate month of May 4th – a version that is still for the month of debate with the greatest social backwardness”.
Mariana Vieira da Silva also promised to send the document to Parliament “by the end of this week”.
The conclusion of the European negotiation and the launch of the programs that implement Portugal2030 is one of the configurations of the minister of the presidency2022.
The report accompanying the proposed State Budget for 2022 reads that “the Portugal 2030 Partnership Agreement, which materializes as the main strategic options in terms of the application of funds from the Multiannual Financial Framework (MFF 2021-2027) in Portugal, formally on March 4, the negotiation process with the European Commission will continue”.
“Simultaneously, the texts of the programs are being prepared, developed as the first versions to be sent in the month of April. According to the regulatory programs, they must be formally included by June 4, with the prospect that all of them can be considered in the last quarter in 2022, read in the State Budget report for 2022, read in the report of the State Budget in 2022 Parliament.
There are 12 programs into which the Portugal 2030 envelope is divided. There are seven regional programs: North, Centre, Lisbon, Alentejo, Algarve, Madeira and Azores. There are four thematic programs: Innovation and Digital Transition; Climate Action and Sustainability; Demographics, Qualifications and Inclusion; and Mar. And a Technical Assistance program.
