But it is not over because the administrative judges also criticize the current transitional solution designed for cruises, in Porto Marghera, hypothesizing as an alternative the Venis Cruise, which imagines building a port in front of Punta Sabbioni, in front of the mouth of port of the Lido.

In short, an articulated sentence, that of the Tar, destined to mark the umpteenth turning point in the age-old catchphrase on the future of the Venetian port. 44 pages of arguments, signed by the president Maddalena Filippi, with judges Nicola Bardino and Filippo Dallari, filed yesterday, in partial acceptance of the appeal presented by Duferco and Dp consulting, the proponents of the Venis Cruise. The judges retrace the chronicle of cruising in the last decade and do not spare any criticism of the current situation. In particular, the “provisional solution of Marghera”, recalling that “it was expressly conditioned by the previous environmental impact assessment”. But the Technical Commission for Environmental Impact Assessment “had already expressed itself in the negative with opinion number 1735 of 6 March 2015 – the judges signed -, highlighting its criticality both from an environmental point of view and from the point of view of maritime traffic , both in terms of passenger safety “. Harsh criticism, the practical effects of which are learned.
What is certain is that the sentence cancels all the acts that excluded Duferco from the competition of ideas. The question revolved around the definition of protected lagoon waters, outside which of the offshore should arise. For the judges they cannot coincide with the borders of the lagoon. Therefore Venis Cruise must be considered outside the protected waters of the lagoon and can participate in the competition.
THE RIVINCIA
But the aspects that most interested Duferco were those related to the stop imposed on the project. Now released by the judges who not only impose on the Ministry of Infrastructure the “obligation to transmit the Duferco project to the Cipess”, but also cancel the negative opinions that Venis Cruise had received in 2017 from the Ministry of Cultural Heritage and the Archeology Department. arts and landscape. “For me it is a revenge of ten years of work” comments Cesare De Piccoli, the former deputy minister, father of the project.
But what will happen now? De Piccoli himself and Antonio Gozzi, president of Duferco, admit that they have to take a few days to better understand the effects of the sentence. The same order should be made by the Government, the ministries, the Port Authority. «It will be up to the administration how to evaluate whether to follow up on the Duferco project, considering it as a provisional solution, an alternative to the Marghera one, or a definitive solution – the judges write. On the other hand, the choice to proceed with the competition of ideas seems justified, as well as by the importance of the work for the exceptional specificity of Venice and its lagoon, by the difficulty of finding a solution capable of combining the complexity of sensitive interests involved “. The solution is open, the catchphrase continues.
