In the afternoon, the Great and General Council continues to examine the decrees to be ratified. Green light to the two decree laws relating to the health emergency: the n. 54 that “Extension of extraordinary interventions in the economic field to support the economic emergency caused by Covid-9” and the n. 55which formalizes the “Termination of the state of Emergency from Covid-10 and general provisions linked to the current pandemic state”.
In particular, on this decree, RF proposes two amendments to extend the obligation to wear a mask in closed places open to the public, including places with food and drink administration, and again in a series of places, including public transport and of school transport, in lifts, as well as it is required that operators in contact with the public of supermarkets and all police forces are required to wear them. Both amendments were rejected.
Finally, the Chamber examines the last delegated decree, which remained on the agenda, the 56, which determines “Provisions relating to the simplification of the structure of the Public Function Department, the Central Liaison Office OU and administrative procedures and activities”. In this case, thumbs down on the decree of the opposition counselors, in particular for the establishment of the new Organizational Unit (OU) “Procurement, contracts and protection of personal data” which, once agreed, eliminates the personal data ”and the“ Purchasing and General Services Office ”unit.
“Let’s build a mega-galactic office without the necessary resources – complains Andrea Zafferani, Rf – all this construction without logic I think is only needed to eliminate an executive who does not like. Eva Guidi, Libera, raises the problem relating to the protection of privacy, Rossano Fabbri, Mixed Group, ask for clarification on the controls of the Public Finance Control Commission with respect to the new spending threshold introduced, which rose to 100 thousand euros, while its monitoring .
For Elena Tonnini, Secretary of State for Internal Affairs, the decree, on the other hand, “is part of the broader process of progressive reduction, amalgamation and redefinition of the functions of the Public Administration units”. And again: “The intervention is accused of disorganization, in particular it replies to the grouping – it replies to the criticisms – but offices, departments, and possibly managers, a decrease is consequent and not the reasoning behind an action, with a view to an increasingly simplified and orderly administrative action starts, starting from operational procedures and protocol “.
Repubblica Futura presents suppressive amendments for 10 articles, while Libera presents 8 abrogative amendments. The session is interrupted during the examination of the articles: at the moment the amendments to the opposition are all rejected, and only those of the government. The examination of the amendments and the decree will take place, in order to proceed with its ratification, tomorrow morning.
