“Effective counter-intelligence measures, harassment by Lithuanian special services, obstruction of intelligence investigations of possible hostile states in Lithuania, therefore, in recent years, the services of hostile states outside their territories have become more active – establishing persecution with Lithuanian citizens and alleged recruiting while visiting Russia or Belarus“, the department said in a statement.
