Italy-San Marino, judicial cooperation is strengthened

In San Marino, the Minister of Justice, Marta Cartabia, signed the agreement on alternative measures to detention, on sanctions in place of prison sentences and on the social reintegration of convicts. This is the first judicial cooperation agreement concluded on the subject of the execution of non-custodial sentences with a non-EU country.
The text provides enforcement in the State of citizenship or residence of the person affected by the non-custodial measures applied by the other State.
“After the agreement of recent months on the confiscation of illicit assets, today we signed the one on mutual recognition in terms of alternative measures to prison,” said the Keeper of the Seals. “Having signed it with the Republic of San Marino makes me particularly happy. This is an agreement that I believe is very important, because it is now well established that the possibility of accessing an alternative measure to prison reduces the rate of recidivism. Even with the will of this agreement, we are helping to foster the recovery of those who have to fight a penalty and contribute to a safer society ”.
Minister Cartabia also participated in the solemn event as an official speaker inauguration ceremony of the new Captains Regent: an appointment with a long tradition which, every six months, sees the two new Heads of State of the Republic of San Marino alternate.
“It is a great honor for me to attend this ceremony. It is not a formal moment, it is a moment full of tradition in which democracy renews the commitments to the great values of freedom, of the republican values that have been present here for so many centuries and are handed down from year to year. Values that unite San Marino, Italy and all of Europe and which at this moment we all want to reaffirm with great determination: we have seen how easily these values can be attacked. On this day the reflections were also full of other words dear to the history and to the history of San Marino, starting from peace – which must be preserved and renewed in our daily actions -, from solidarity – which here immediately saw a land ready to welcome who is most vulnerable to the aggressions of war – and from justice. Justice and rhythm go hand in hand. Where there is justice, where there is respect for the law, guns are silent“.
