Approved Urban Rehabilitation Area of Parque das Nações in Lisbon in an investment of 30,747 million – Observer
The Municipal Assembly for the Rehabilitation of Parque das Nações and the correspondent for Systemic Urban Rehabilitation, amounting to 30,747 million euros.
The proposal was approved by majority, with no votes against, abstention of municipal deputies from the PCP and PEV and votes in favor of the others (PS, PSD, CDS-PP, BE, IL, PAN, Livre, Aliança, Chega and the rest) two independents from Cidadãos por Lisboa, elected by the PS/Livre coalition).
Presented by the councilor for Urbanism and Urban Rehabilitation at the Lisbon City Council, Joana Almeida (elected independently by the Novos Tempos coalition PSD/CDS-PP/MPT/PPM/Aliança), the delimitation of the Urban Rehabilitation Area (ARU) of Parque das Nations result from the work initiated by the previous municipal executive, under that of Fernando Medina (PS).
“The delimitation of the Parque das Nações ARU and the approval of the corresponding Urban Rehabilitation Operation (ORU) stem from the need to implant the territory and to leverage that lead to the restoration of public space and a solution for the integration of existing meshes”, reads up on the proposal.
The executive decided for an ORU, which would opt to integrate the Intervention Unit of the Accessible Income Operation (UI) of Parque das Nações, with urban influences to the Affordable Income Program of the municipality of Lisbon, in which as urban operations “serão” urban of partnerships with private entities, through the concession of rehabilitation”, applying the benefits and incentives for fiscal support granted in the rehabilitation support law.
According to the executive council, “the systematic ORU of the Parque das Nações ARU has as specific objectives: new inhabitants; bridging and mending the territory; revitalize public space; improve the safety, health and environmental sustainability conditions of existing housing; increase local accessibility and decrease the perception of accessibility and location”.
This year, there are own housing with 150 urban rehabilitation actions, to be implemented within a period of 3 years, estimating “a global investment of families, 3. Affordable Income Program interval, realignment and reprofiling of Rua Padre Abel Varzim, implementation of green spaces with trees in the interstitial spaces of the building planned for the south of Rua Padre Abel Varzim, reprofiling of Rua Carlos Daniel, construction of the cycle path along the axis of Rua Carlos Daniel and the road and pedestrian meeting between Rua Carlos Daniel and the streets that flank the Infante D. Henrique Basic School.
Other forecasts include afforestation and enhancement of the landscape of Rua Carlos Daniel, a transformation of the Bairro do Oriente streets into streets with exclusive circulation for residents and the adoption of measures that favor their experience by the population.
Also foreseen are the extension to the south of Rua Padre Abel Varzim until the junction with Rua Conselheiro Lopo Vaz, the enhancement of the public space surrounding Largo Ramada Curto and the Piscina do Oriente, the reorganization and requalification of the interiors of the block in the Bairro da Casa dos Machados, the creation of a natural barrier of marginal protection to Avenida Infante Dom Henrique and a green space for recreation and leisure, to the west of Bairro do Oriente.
In addition, the intersection made between Rua Conselheiro Lopo and the landscape of the corresponding green spaces must be reorganized, as well as the rehabilitation of the housing building corresponding to Lot 7 of the Quinta das Laranjeiras neighborhood.
“The urban rehabilitation actions incorporated in the UIORA involve a total estimated investment of 29,440.00 euros, the exclusive responsibility of the concessionaire of the aforementioned Intervention Unit”, is indicated in the municipal proposal referring to the fact that interventions in the space were not incorporated in the UIORA. public are budgeted at 1,307,000 euros and are the responsibility of the municipality of Lisbon.
To justify the PC’s abstention, municipal deputy Natacha Amaro said that ARU of Parque das Nações is necessary to include Casal dos Machados, Bairro do Oriente or Quinta das Laranjeiras, because “it is a well-kept area of the parish, with public spaces sufficiently graduates, with graves also common to be sufficiently gradable, and also with social problems that can be offered”, however, they were not considered additional to be found.
“The City Council should have promoted more vehemently the public presentation of the project and the debate on the part of the population”, classifying the public consultation process carried out as “ineffective”.
According to the executive’s proposal, during the reference period a public participation, within which no question is formulated, therefore there is no room for weighting the corresponding content, under the terms provided for by law.
