Andrei Danilov is disappointed with asylum no from Norway – NRK Sápmi
– I am disappointed with the rejection. I have not emigrated from Russia. I have just moved to another Sápmi region, Danilov explains to NRK.
Danilov is the first Russian together to seek political asylum in Norway. He does this because he does not feel safe in Russia.
The UDI has refused to process Danilov’s application for residence, because he has a visa in Switzerland.
Communication consultant Tom Christer Ruud i The UDI states that they can not comment on individual cases.
However, the refusal is in line with the Dublin agreement between most European countries, including Norway.
The main rule here is that an asylum application can be refused substantive processing in one country if the asylum seeker can be required to be received by another country in the Dublin co-operation.
An additional criterion
Danilov has asked the Sami Parliament for assistance.
The Sami Parliament points out that the Immigration Act allows Norway to still process applications for residence.
This can be done if the applicant has a connection to the realm or if there are special reasons.

Andrei Danilov is from Olenegorsk on the Kola Peninsula. In recent years, he has worked as director of the Sami Cultural Heritage and Development Foundation in his hometown.
He has promoted the human rights of Sami and other indigenous peoples for several years.
Through that commitment, he has made it necessary to leave Russia for his own security.

The Sami Parliament believes that Sami who must leave the Sami areas in a state should be allowed to stay in one of the other states that are part of the traditional Sami settlement area.
– Sami have, regardless of citizenship, a connection to the entire Sami settlement area, Muotka believes.
She points out that Danilov therefore has a cultural, linguistic and social affiliation to the Sami areas in Norway. This constitutes a special reason which indicates that he should be allowed to stay in Norway.
– I therefore ask the UDI to consider Danilov’s application for residence in Norway, says Muotka.
