Steps that in any case had not gone completely unnoticed in politics, as in several articles on the subject that appeared recently in the press. Let’s take a concrete example.
On December 28, the “old” ISS Executive Committee publishes an international competition for the appointment of the Director of the Emergency Department. So far, nothing to complain: a competition notice instead of an ad personam resolution of a State Congress particularly careful to strategically place its friends.
It is a pity, however, that, only a few weeks after his appointment, Dr. Bevere himself publishes a mysterious (not so much!) And surreal resolution, dated February 16, to “correct” the previous announcement. In fact, nothing wrong with that if the correction concerned formal errors or bureaucratic flaws. Normal practice it would have been said.
It is a pity, however, that, with the call still open (it would expire on March 4), the new DG canceled with a stroke of some pen the requirements provided for in the previous draft of the call, such as a specific specialization as well as the “certificates of proven professional authority and scientific production” , effectively excluding some potential interested parties from the opportunity to participate.
A title to have in our dangerous game when it comes to top medical figures for the ISS, which instead should seek recognized professionals with outstanding curricula. Among other things, if you think badly (and the incoming and insistent rumors in the hospital confirm it), it would seem that everything seems to be done to favor and pave the way for the primary (certainly a well-tested method in the Christian Democratic house, which in fact for months has commissariat the Secretariat of Health) to the friend on duty.
Obviously, as it appears, the Court has already been involved in this administrative act, which will rule on the correctness of this procedure.
These are certainly not the most important open problems of this historical-political moment, nor can all this be a topic of this collective debate. However, even this passage says a lot about how a public administration, totally devoid of a political guide, or worse ally with the friends indicated by the same politics, can, or even worse, only thinks you can do it, exploit any law or procedure at will. to favor the friend on duty.
Nothing new will be said for our Republic.
But at least we continue to hope for a flash of dignity and awakening from the torpor of all San Marino citizens towards a continuous stretching and plastic remodeling ad usum delphini of laws, decrees and procedures by a government that, as never before in history, born against (the previous government) and not born for (the good of the country) continues straight ahead in spite of the slightest respect for any law in force.
A very dangerous thing in every mechanism of public administration and justice, but completely unacceptable when it concerns the ISS which, never as at this moment, being known all the many critical issues and unforgivable shortcomings, should only need valid, motivated professionals and perfectly integrated into the Italian healthcare network, adjacent or not, to the Republic, the only possible relaunch strategy for our hospital.
