Dear fuels in San Marino, the Council has an agenda to introduce discounts
The expensive fuel in progress ends, as expected, to be at the center of the political debate in San Marino.

“The strong proposal – he writes – is that of use the Smac Card to guarantee a discount equal to the difference in excise duties currently actually charged on the pump price (in implementation of the agreements in force with Italy) and a (lower) level defined by the Government and kept constant even in this phase of price increase: in practice, a system automatic that as the excise duty applied to the pump price increases, the refund on the Smac Card increases.
A virtuous mechanism that also agrees to reuse these reimbursements in the territory, also helping the rest of the economy “.

Observed that
a) The proposed increase in the price of fuel (petrol, diesel) in the Republic of San Marino is becoming unsustainable and is having negative effects on San Marino citizens and production activities. Especially if we consider, alongside this, the increase in the cost of gas and electricity;
b) The constraint on the price charged at the pump, between the San Marino and Italian prices, is no longer sustainable, due to the legitimate choices of internal fiscal policy adopted by the Republic of Italy, which, within the framework of the obligations assumed in the Italian-San Marino Convention, they strongly influence, among other things, the price policy of petroleum products of the Republic of San Marino;
c) In the event of an emergency, a country, such as the Republic of San Marino, must be able to maintain the possibility of issuing temporary measures with the aim of protecting its citizens and its economy in times of strong overt crisis.
The Great and General Council gives mandate to the State Congress
1) to establish, for a specific period of time, a maximum ceiling on the taxes applied on fuels (petrol, diesel), and to carry out a discount equal to the difference in the same ceiling calculated on the final price of the fuel as required by current agreements, using, if possible, for this measure, the SmaC-Card system;
2) to implement all the necessary acts to define, by 31 December 2022, a specific national tariff policy for fuels, also reviewing, where necessary, the current agreements with the Italian Republic on fuels, also in light of the negotiation of association with the European Union in progress, for which some parts of the agreements in force between San Marino and Italy will be manifestly outdated and not adhering to the acquis communautaire;
3) establish procurement rules designed to maintain a minimum level of stocks of petroleum products and to provide for the procedures necessary to deal with a possible serious difficulty or crisis of dissolution.
