Repubblica Futura interrogates the government on San Marino’s school system
Question presented by the councilors of the future Republic on school policies.
“In response to a recent article in the press, which emphasized the total absence of the secretariat of state for public education on its own sector of competence, the secretariat itself hastened to convene a meeting in the presence of sector operators and the press to illustrate to the actions implemented in these two years.

What has certainly been done is to increase the photographic book and the television links from Dubai, where probably, given the large delegations of the Education secretariat, technical discussion tables will have been held on school systems.
But citizen has not yet understood, perhaps because no one has yet talked about it, whether a cost-and-revenue analysis of the school sector has been made and, if it has been done, what results it has possibly shown.
In fact, scientific news arrives according to which, in this legislature, there is no accounting control on expenditure, a monitoring of daily school costs, but there are numbers to be explored, in the Elementary School, where a controlled control of the expenses that are made would be absent. daily from the plexuses, often without control and programming.
Fearing that nothing will be done from an economic point of view, the school considering a fundamental service and the fundamental and priority analysis, for the quality and efficiency of the service must be the first objective from which need, future Republic, in order to elaborate the necessary and urgent analysis of school policies and bring to the attention of citizens a necessary analysis of the school sector as a whole, questions the government to find out:
- which programs the ‘school education’ mission is divided into and what are the respective costs planned on the basis of an economic analysis of a budgetary type;
- what is the percentage of the ‘research and innovation’ sector, what are the economic investments used and planned to date for the next two years, as well as the results obtained from an economic point of view, cost savings and the financial plans of development in this legislature;
- the economic trend of personnel management since the start of the legislature, with details of the cost items for teaching and non-teaching staff, the recruitment plan, retirements, grades, use of public rankings;
- training and professionalization courses for teaching and non-teaching staff, the planning and results of competitions and the recruitment plan with reference to the reorganization of the sector rationalization policies;
- economic trend of the management costs of the school sector in relation to the cost centers of goods and services including equipment and the illustration of the resource efficiency plan;
- for the cost center of school meals: the analysis of spending trends, the analysis of future prospects also in reference to the recent resolution of the State Congress number 23 of 7 February 2022 which constitutes the commission for the drafting of the service specifications of school meals, given that the school expenditure that will be used will commit the state budget for the next three years;
- identification of possible waste niches, loss-making cost centers and loss reduction projects;
- ask that the depreciation and investment items are listed in detail;
- finally, we ask for the average cost per capita for each individual pupil of all levels, in the two years of this legislature ”.
