CSdL Informa – Health: basic medicine will be one of the main test beds of the new ISS General Directorate
In terms of domestic employment, thanks above all to manufacturing, the numbers are improving; in the private sector, a thousand more workers in the last year alone. The difficulties for categories such as the disabled remain in arrival, while women can still account for two thirds of the unemployed: after a bill that was not concluded in the last legislature, with the current Executive everything is silent. For women, interventions are needed to reconcile working hours with family commitments.
Many are the themes of yesterday’s episode of “CSdL Informa”. The General Secretary Enzo Merlini, the Confederal Secretary William Santi, the FULI Officer Cristian Bertozzi, the FUPI Officer Cinzia Casali, the FUCS Officer Diego Moretti, the FUPS Secretary Elio Pozzi participated. Giuliano Tamagnini coordinated the debate.
The request for interruption of the limitation period was reiterated in the event of the introduction of the third degree of criminal judgment. To those who accuse the CSdL of dealing with issues of no strict trade union relevance, we reiterate that the reform of justice affects everyone and that the impunity that may arise from the statute of limitations for crimes is unacceptable.
Among the central arguments, the state debt: we have the confirmation that the foreign debt last year cost as much as 23/24 million in interest alone, to which must be added the intermediation costs, which raise the figure to about 30 million. EUR. For the next few years, an expenditure for these items of another 20 million per year is expected, and all this while the State Budget is running water on all sides. Furthermore, we know that almost all of the foreign loans went to the banking system and current spending, while almost nothing went to the financing of development and employment.
The CSdL reiterates that it is imperative that governments set themselves the objective of a balanced budget, by increasing revenues and rationalizing expenses, in order to gradually reduce the very serious debt situation of the state.
The Congress of State has stated that for this purpose it wants to use mainly two reforms: the pension reform and that of the tax system. We believe that as regards the pension reform, from this point of view the margins are very high, as the contribution rates are already high, only a few points below the Italian ones, and it will not be possible to dramatically increase the retirement age .
Therefore it is likely to think that the Executive wants to derive more income from the IGR reform. If then, as announced by the Finance Secretary, the reform will result in a modification of tax deductions and deductions, it is clear that it would be an intervention that would mainly affect fixed income, employees and retirees.
The tax reform must have quite other purposes; that of completing the 2013 reform, introducing effective tools for assessing business income, putting them in relation with the assets owned, so that everyone is called to answer for their availability.
A reference to the situation of the San Marino health system, which has been in serious difficulty for a long time, could not be missing, starting with basic medicine. The new General Manager has a particularly difficult task. In this phase we want to focus all the attention on the project of a new hospital. In our opinion, it is a priority to put inside the structure first. Is it conceivable that the hospital system in San Marino can deal with all sectors?
We think not; they make choices on which services to offer, and on those that cannot be overcome, agreements must be activated with other structures, primarily those of Emilia Romagna and Marche, neighboring which have also created a quality health system. Agreements with distant structures, such as Sicily, are less logical and functional, even if they refer to the theme of collaboration in the training-administrative activity.
The CSdL re-launches the need to provide a solution to the serious difficulties of primary care, also partly determined by the commitments to the serious Covid emergency, which has absorbed at least 40/50 health workers. The restoration of full operation of the health centers located throughout the territory is one of the main test benches participating in the new ISS Directorate General; from the realization or not of this fundamental objective we will know if the choice of the government was correct.
At the same time, the Confederation of Labor returns to solicit the organizational act of the ISS, consequent to the national plan, which must define the personnel, the health resources and the tools necessary to achieve the objectives set in the health field. This document has been standing still for ten years: it is no longer possible to wait any longer.
Another topic dealt with is the internal employment situation: the data from the last period are encouraging. The percentage of unemployed in the strict sense is 4.14% (2.17% men and 6.06% women): the number of unemployed women is much higher, 508 against 171 men. From 2016 to 2021, the overall increase in employment was 2,130 units in the private sector; in the last year alone, a thousand more workers have registered. San Marino workers and employed residents have increased considerably, not only thanks to the excellent economic phase, but also following the repeal of the law that provided for the freedom of external recruitment without any barrier, which has always been contested by the CSdL.
An element that is difficult to explain is that half of the unemployed have high school or university degrees; their difficulty in finding a job must be the object of reflection, and at the same time redevelopment paths towards the most usable professionalism in the internal labor market must be devised.
From the analysis of the data it also emerges that many San Marino citizens find work without going through the registration on the lists of the offices in charge; evidently they do not want to run the risk, should they refuse unwanted jobs, of being suspended for three months from the employment lists, or of being labeled as vagabonds.
The serious difficulties for the more difficult to place categories remain intact, including the disabled: in the last legislature a new law was about to arrive, which did not see the light, and since then everything has stopped with the new government. We believe that that bill should be used as a starting point for a new legislative intervention that affirms the most effective tools for the job placement of people with disabilities and all those who have greater difficulties.
For women seeking employment, policies and interventions must be implemented that can reconcile working times with family commitments, ensuring flexibility in working hours and other organizational methods.
