In order to fulfill the promise of developing multilateralism, we have not had peace as its imperfections, we have limited ourselves to trying to improve what has already been lost. Portugal, within the framework of a shared international legality, a relevant collaborator in the search for our role can be used for the construction and implementation of “preventive diplomacy”, thus reinforcing our preventive role.
