Slovenia will co-finance the construction of three waste incinerators
The Government of Slovenia will soon publish tenders for a concession for the construction of three plants for the production of energy from waste in the capitals of Ljubljana, Maribor and Kočevje.
Slovenia currently has only one waste incinerator, Toplarna Celje, which consumes 30,000 waste annually and produces heat and electricity. After visiting the facility, Minister of the Environment and Spatial Planning Andrej Vizjak said that the state exports waste that could be thermally treated in the country.
This is one of the reasons why the ministry is finalizing a draft decree on the implementation of the obligatory public service of municipal waste incineration.
The ordinance will be adopted shortly, and then a tender for the award of concessions will begin, he said.
The government intends to allocate 60 million euros to investors
The decree envisages the incineration of municipal waste in Celje, Ljubljana, Maribor and Kočevje. According to the minister, three municipalities have shown interest in new facilities.
About 60m euros could be enough for co-financing from the state, he said, adding that the government must intervene, as converting waste into energy could hardly provide 25-30 per cent of the funds needed to start construction.
The companies with the best offer in tenders would sell heat at a regulated price.
Vizjak emphasized that all new incinerators must use the best available technologies (BAT) and operate to the highest environmental standards.
The ministry intends to get high-capacity and environmentally friendly facilities without excessive pollution and emissions, which are significantly lower than the limit values, similar to the Toplarna Celje, said Vizjak.
