“What happens in the Central Bank?”
2022 begins the fourth year of the Central Bank of the Republic of San Marino without a General Manager. An apical figure, provided for in the statute, which since 2018 is covered by an acting officer. But what is happening in the relations between the government and via del Voltone? Last autumn, the Acting Director presented an application for an ordinary residence permit, authorized by a resolution of the State Congress and rebounded to the Permanent Council Committee on Foreign Affairs. Well, after some surprising remarks also by authoritative exponents of the majority, the bad parade the Secretary of State for Foreign Affairs withdrew the question amidst general embarrassment. The news had little fanfare but now BCSM has a Director with no legal title to stay or stay overnight in the Republic. And, we want to understand why above all this majority, almost always granite and obedient to the wishes of the Government, wanted on this occasion to express dissent with respect to a man who enjoys the undisputed trust of the BCSM President. We then allow ourselves a question: if BCSM has launched a call for selection for the position of General Manager (we hope the Grais protocol will not be followed), what is the use of an acting director with a deputy director already present in the staff for some time, that deputy came to the fore with the securities case? BCSM needed to make a call to find a new director because the acting person or his deputy are not considered up to par after four years the first and after decades the second or is there something else behind it? But above all, what happened to the key issues on which the Tomasetti presidency had taken hold? Memorandum with the Bank of Italy, relaunch of the sector, positive closure of the first bank resolution procedure. All issues on which the current President had spent himself and which in two friendly political management would have produced years of results. It would have, since we note how every time we talk about BCSM in institutional settings, a fuss is raised by the same majority, the one that in the previous legislature defended BCSM as if it were a naturalist reserve to be preserved from ecological disaster; a majority that has now denied the residence permit in San Marino to the acting director, right-hand man of the current President, who will be remembered for the fugitives on strategic issues and for the “secret services” affair.
