More and more cross-border commuters in San Marino, news on the franchise is coming
In recent days, the general assembly of the CSIR will meet to examine the situation and the progress of the process of setting up the inter-territorial observatory between Marche Emilia Romagna and the Republic of San Marino. During the debate, the following questions were raised.
1) From an analysis of the data of the Statistical Office of the Republic of San Marino we record, from October 2020 to October 2021, an overall increase in frontier work of over 6.4%. The increase indicates the growth in the qualification of clerks, equal to 16.3%, probable effect of the recent opening of The Market San Marino Outlet quality of the employment aspects.
2) In the opinion of the CSIR, the urgency to resume forcefully the path for the establishment of the Observatory of interregional border labor Emilia Romagna, Marche, Republic of San Marino remains, as a necessary tool to address and know all aspects more precisely related to border work. On this issue, the assembly asked the CSIR Presidency to continue with commitment in that work of convincing the importance of this instrument by removing any resistance where present. It is useful to remember that already in the course of the previous Legislature of the Emilia Romagna Region, a text was defined for its establishment which was subsequently left unanswered.
3) The assembly of the CSIR positively assesses the launch – shortly – of the discussion in Parliament of the bill that incorporates the part of the agreements relating to the new tax treatments signed in the memorandum of understanding of last December 23, 2020 with the Minister of Economy and Finance, by the Trade Union Organizations and by the Border Municipalities, to the Italy – Switzerland international treaty which subsequently extended part of the measures to all Italian frontier workers. Of particular importance in this memorandum of understanding is assumed, among others, to increase the deductible to 10,000 euros for all frontier workers.
Finally, the Assembly reiterates the importance that is defined in certain times as “a Statute of frontier workers” proposal presented for over a year by CGIL CISL UIL with the support of all the Italian CSIRs. We hope that as soon as possible, the commitment to convene the MEF, MILAV and MAECI inter-ministerial table will finally be honored
