NASES has extended the operation services of the slovensko.sk portal by approximately five months, it will take more than two million euros
The National Agency for Network and Electronic Services (NASES) has extended the operation services of the Central Public Administration Portal (IPOS), ie slovensko.sk, by approximately five months, until May next year. The price of this extension is for a part of the operation in the amount of 2.2 mil. without value added tax (VAT).
As the agency reported on its website, it concluded addendum no. 13 to the contract for the modification of information systems and provision of operating services, as of April 2017, the company Swan, as, and GlobalTel, as, extended the operating services, thus making the central portal.
Portal outages should not recur
“In addition to the operation of the portal, the parallel goal of the supplement is to prepare a detailed migration plan for the technological infrastructure and to test the model partial migration scenarios. The actual implementation of the migration will be the subject of another addendum, “ NASES said.
The time of the new amendment is also a further refinement of operational processes, where the management of service requests was added to the hitherto contracted and measured process of operational incident management as a tool for the implementation of future migration.
At the same time, in this supplement, NASES formally assumes responsibility for managing the operation of the ITSM (Service Desk) tool, which will consolidate the management of the operation of all information systems operated by the agencies in the future.
“Due to the outdated environment, problems and outages of the portal have already appeared in the past. The migration of the portal’s operations to the new infrastructure will eliminate these technological risks and at the same time create a qualitatively new infrastructure environment as a basis for the future redesign of the entire portal, “ added NASES.
The state has little control over the portal
At the end of November, NASES announced that it was preparing a major hardware renewal of the slovensko.sk portal, and was negotiating with its operators to replace obsolete hardware and software. At that time, it extended the services of the operation of the public administration portal by approximately two weeks for almost 200,000. euros including VAT.
“We had to conclude such a short addendum from difficult negotiations with suppliers. The ÚPVS – Slovensko.sk portal is operated on the basis of a very unfavorable and overpriced contract, which was concluded by previous NASES managers in the last election period, “ said NASES Director General Pavel Karel.
According to him, on the basis of this contract, the state has only limited control over the operation of the Slovensko.sk portal and the entire technological solution is exclusively in the hands of private companies.
“We have that the suppliers need to start the process of renewal and slow down the further development of the portal, we do not even have unexpected outages.” Karel pointed out. SITA approached Swan and GlobalTel, but did not comment on the topic.
