“We ratify the ILO Convention against Gender-Based Violence and Harassment in the Workplace as soon as possible!”
The CSdL and CDLS Trade Union Confederations will participate and speak at the conference organized for Thursday 25 November at 5.30 pm at the Titano Theater, entitled “Towards the ratification of the International Labor Organization Convention No. 190, for the elimination of violence and harassment in the world of work adopted “, by the ILO itself in June 2019. In this sense, we thank the ILO Director for Italy and San Marino Gianni Rosas for having contributed to the realization of this initiative – with the patronage of the Secretariat of State for Work and the participation of the Secretaries of State in Inter and Health – which wants a strong element of solicitation to the San Marino Parliament to provide for the ratification of the same Convention as soon as possible. Gianni Rosas in his recent speeches at the Congresses of both Confederations, in fact highlighted, like CSdL and CDLS, the non-fulfillment by the San Marino State of the same ratification, despite two years have passed since its approval by the ILO, urging the institutions to take action as soon as possible. In fact, the delay in transposing this Convention is incomprehensible and unjustifiable, which would place San Marino among the most virtuous and emancipated States with respect to the defense of the rights of male and female workers. The ILO General Conference, in the session of 21 June 2019, sent a Recommendation – number 206 – which integrates what is in the 190/2019 Convention and goes into greater detail with respect to the interventions and measures to be taken to combat and eliminate violence and harassment in the workplace. The exponents of the CSU, respectively the Secretary General Enzo Merlini and the Deputy Secretary General Milena Frulli for the CDLS, in their speeches at the conference on Thursday will support the absolute necessity that the Great and General Council undertakes to ratify as soon as possible the ILO Convention 190/2019, to provide our legal system as soon as possible with all those principles and legislative instruments necessary to counter and eradicate this hateful scourge which, unfortunately, also affects our country to an extent to grow. The CSU will be an active part so that, once ratification has been completed, the implementing protocol is agreed upon between the Parties, with respect to which the discussion must start in a timely manner. The document that will arise from a path of a path will have to translate the contents of the Convention and the ILO Recommendation into concrete actions, the legislation and guidelines of conduct to achieve the elimination of gender-based violence, harassment and discrimination in the world of work. The CSU also deems it necessary to introduce specific laws, with the aim of activating the criminal proceedings ex officio in cases of violence and harassment, overcoming the need for a party complaint; rules for the protection and protection of weaker parties who report the abuses suffered must also be envisaged. CSdL and CDLS renew their appreciation for Thursday’s initiative, hoping that it will be a stimulus for the Great and General Council to rapidly ratify the Convention, and then also implement subsequent operational obligations.
