a good result but no case history should be forgotten
As the Union of San Marino Consumers – UCS, we welcome the approval by the Senate of the Italian Republic, in the face of a close interaction between the relevant Ministry and the Secretariat of State for Foreign Affairs, of an amendment that will resolve the problems of the adoption of the Safety Decree of December 2018. That is with the prohibition for residents in Italy for over 60 days to be able to govern vehicles with RSM plates in the Italian territory. After December 2018, with the subsequent Simplification Decree, even if someone had thought of a possible solution, unfortunately the problem was not definitively resolved; on the other hand, with the amendment approved yesterday in the Senate, a thematic part is remedied, says Francesca Busignani, President of UCS, since non-residents in San Marino, but residing in Italian territory for over 60 days, will be able to use RSM vehicles provided that on board the means there is the owner of the vehicle or that the vehicles registered in the Republic of San Marino are connected to companies based in San Marino by an employment relationship or continuous collaboration.
All this is a step forward compared to the previous situation, but as mentioned it does not totally heal the case. Let’s give some practical examples: the San Marino citizen, who does not own a vehicle in his name, resident in Italy with parents resident in San Marino who returns to the Republic and who uses his parents’ vehicle for the period of stay is not considered as a case study in the amendment if the parent is not sitting next to it; just as the resident in San Marino is probably not contemplated, and there are countless of them, who drive the vehicle of the partner / or wife / husband in Italy without the latter being present on the means of transport.
We believe that the competent Secretariat has done a good job, but to solve the problem at 360 ° without leaving any cases behind, further steps must be taken to be able to put an end to this situation that has been going on, perhaps also due to the pandemic, for almost three years. Being one of our tasks to report where there are distortions or inconsistencies, we are also in close contact with our institutions also for the problem “many direct from Italy” always related to means of transport; problem that must be remedied without burdening the consumer, as is happening today with direct notifications.
