Itinerant seller of sandwiches in front of Ernest-Wallon, the Stadium and the Zénith, Rachid Temmar reached alone in front of the Capitol. He is protesting against the withdrawal of the location he has enjoyed at Ernest-Wallon for several years.
The seller of fries wholesale on the potato. A traveling trader, Rachid Temmar sells sandwiches in his truck on match days in the car parks of the Stadium and the Ernest-Walln stadium, but also on concert evenings at the Zénith. Regularly in conflict with the town hall of Toulouse, he configured alone this Wednesday in front of the Capitol behind a poster: “Moudenc betrayed me. Give me back my pitches. Stade Toulousain accomplice”. He is protesting in particular against the withdrawal, which occurred during the summer, of the location he has enjoyed in Ernest-Wallon for several years. He was also moved to the Stadium, where he worked every TFC game at home. “I found myself working among CRS vans, which is to say that I don’t sell much,” he explains.
For him, these changes of location make him lose a significant part of his revenue and he thinks that the town hall makes him pay for his repeated rants, which have ended up tiring of the Capitol. In addition, he considers himself poorly rewarded for the active support he gave to the mayor of Toulouse, Jean-Luc Moudenc, during each of his electoral campaigns.

He wants to go to the administrative court
At the town hall of Toulouse, we argue the strict application of administrative rules: ” In June 2022, the City of Toulouse launched a call for projects for itinerant people near the stadiums and the Zénith. This concerned 6 pitches at the Stadium, 5 at the Ernest Wallon stadium and 3 at the Zénith. The departments received 15 applications. The selection committee met on June 27, 2022. The agreements were signed at the end of July 2022 for 3 years, they started on August 1, 2022 and ended on July 31, 2025. Mr. Temmar was named the winner for a location at each of the three sites, despite strong competition from other projects. It should be noted that he is one of the few to be able to work on the three sites”.
“The pitches were allocated with regard to the ranking of the candidates by the selection committee, and tried to take into account the choices of the latter as well as possible, specifies the Capitol. On the Ernest Wallon stadium, he was awarded a location other than the one he occupied in previous years on the basis of the aforementioned objective distribution. The two locations which were located, before this new call, at the main entrance to the Stadium, have been removed for security reasons. In view of the very large flows during matches and events, they were too close to the main entrance. This impacted Mr. Temmar whose stand was moved a few meters”.
Rachid Temmar does not want to stop there and plans, with another “displaced” trader, to bring the case before the administrative court.
