A citizen consultation during which Toulouse residents were invited to make proposals to make their living environment more pleasant.
Among the 1,600 projects exhibited, 83 were finally retainedafter density studies and a population vote. Four taking place in the eastern sector of the Pink City, including the Jolimont, Soupetard, Roseraie, Gloire, Gramont and Amouroux districts. Here are those who.
Construction of a small football pitch in the Soupetard district, in Toulouse
The first proposal, made by a resident of the Soupetard district in Toulouse, resulted in more than 200 favorable votes. It consists of the creation of a “five”. In other words, from a soccer field the size of a city stadium, equipped with a synthetic turf and surrounded by safety rails. “The purpose of this project is to improve the image of the Soupetard district, and to bring it back to life, by providing development opportunities for the inhabitants and especially for young people”, he explains, having himself grown up in the area. The aim is also to create social connection by bringing together several generations around the practice of “five outdoor”, a highly regulated football discipline.
“The project is very interesting to meet the need expressed for a long time by the young people of the district”, answers the elected officials of the town hall, as some reservations on the location of the latter. Thus, it will not be placed near the Soupetard school, but below the boulevard Jacques Chirac.
Better develop the Argoulets park
The second proposal concerns thedevelopment of the Argoulets park. She recalled 134 votes. The green zone “lacks vegetation” and “is not exploited enough”, according to the project leader. He suggests making it more enjoyable with more and more plantations. This, in order to “improve air quality due to its proximity to the ring road”. Similarly, this resident submits the idea of installing sports equipment, such as ping-pong tables, and leisure facilities, such as picnic tables, or even renovating the children’s play area.
This last point is refused by the Town Hall, which considers that the playground “is in good condition”. Conversely, ping-pong tables could be installed and trees will be planted. “Also note that it is planned to create a skatepark and a pumptrack in early 2023”, they recall. The third proposal, which recalled 125 votes, is dequip the Argoulets park with public toilets. To which the Town Hall responds favorably, by suggesting the installation of dry toilets on the site. The request was also made on the La Plaine side, but the community obviously did not follow up on this proposal.

Finally, the fourth and last proposal concerns all the sectors of Jolimont, Soupetard, Roseraie, Gloire, Gramont and Amouroux. The project leader submits the idea of create shelters for bats, birds and insects in neighborhoods. The objective is to “recreate an urban food chain which will have the advantage, among other things, of reducing the presence of mosquitoes”, he indicates.
For its part, the Town Hall proposes the installation ofan insect hotel and 12 birdhouses on the Argoulets site, as well as in the Bout du Monde garden in the Amouroux district. “Concerning the bat nesting boxes, the technical analysis of the competent management reveals that their installation does not provide a solution to the problem of tiger mosquitoes which have a daytime activity while bats have nocturnal activity.
