Senior Specialist, Measurement and Strategic Information – Switzerland
Gavi, the Vaccine Alliance, is a public-private partnership dedicated to saving children’s lives and protecting people’s health by promoting the equitable use of vaccines in low-income countries. The Measurement, Evaluation & Learning (MEL) department within the Gavi Secretariat is responsible for leading the design and implementation of Gavi’s measurement, evaluation and learning activities with the aim of ensuring that relevant information is available and used in decision-making -Create, improve accountability and successfully implement the coalition’s strategy.
This is a senior technical position within Measurement and Strategic Information (MSI), a sub-team of the MEL Division. The MSI team has two goals:
• Ensure excellent measurement, monitoring and reporting of coalition performance at the country and company levels;
• Provide strategic analysis to inform Gavi strategies, policies and programs to strengthen delivery of results.
THE ROLE
The Senior Specialist, Measurement and Strategic Information reports to the Head of Measurement and Strategic Information within the Measurement, Evaluation, and Learning department and manages two staff units. You will be responsible for leading Gavi’s Measurement and Learning (M&L) investment strategy to strengthen country data systems and ensure robust and integrated Gavi monitoring and learning approaches are in place, aligned with the Gavi 5.0 learning system are. This contains:
• Led Gavi’s Measurement & Learning Strategic Focus Area (M&L SFA) workstream;
• Leading the development of Gavi monitoring and learning approaches and providing expert guidance;
• Ensure insights from monitoring and learning feed into Gavi decision-making processes.
MAIN DUTIES/RESPONSIBILITIES
Leading Gavi’s Measurement & Learning Strategic Focus Area (M&L SFA) workstream focused on innovative and catalytic investments to strengthen countries’ data systems and tools to provide timely insights to improve immunization programs and the delivery of Gavi 5.0 to support:
• Leading the M&L SFA, ensuring alignment with the Immunization Agenda 2030 data strategy and Gavi’s programmatic data approach and investments;
• Holding discussions between the Secretariat and partner stakeholders (ie Gavi M&L Task Force) to agree on activities to be funded by Gavi;
• Leading the M&L SFA Proposal Process (RFP), including writing RFPs, reviewing submitted proposals, leading decision-making processes to select final proposals, and communicating final funding decisions;
• Planning and managing investments by providing strategic and methodological feedback to service providers during the offer development process and as needed during the implementation phase to ensure high-quality results that meet M&L SFA objectives;
• Monitoring progress towards M&L SFA objectives, including work plan and financial monitoring and preparing materials for submission to senior management and oversight mechanisms (e.g. partnership team);
• Identify promising M&L activities that could be scaled through Gavis Targeted Country Assistance and Health Systems Strengthening Grants and work with the Health System & Immunization Strengthening (HSIS) and Vaccine Program (VP) teams to translate them into the include program funding guidelines.
Support robust and integrated Gavi monitoring and learning approaches:
• Maintaining a holistic understanding of Gavi surveillance approaches at country, programme, operational and strategic levels and ensuring coherence;
• Leading the MEL Department’s engagement in future refinements of the country M&L plans, joint assessments, high-level review body monitoring templates, the country program monitoring and performance management framework and related frameworks;
• Ensure coherence between country and programmatic M&L activities and program funding guidance, and help improve program funding guidance based on new insights from M&L investments;
• Lead support for the MEL department in the development of M&L frameworks for new Gavi policies or programs and assist in the refinement and operationalization of the HSIS and VP M&L frameworks.
Serve as an expert resource for measurement and learning to ensure rigorous design and operationalization of M&L activities for Gavi programs and supported countries:
• Identify program monitoring and learning gaps and develop options to fill them, such as the use of monitoring agents, surveys in healthcare facilities, or remote data collection approaches to support the refinement of Gavi’s data strategy;
• Provide guidance to Gavi country teams on new data collection approaches to identify and reach zero-dose children and to monitor program performance, e.g. B. Advice on rapid monitoring methods or sub-national design options for surveys;
• Advised Gavi program and country teams and MEL department colleagues on technical issues related to the development of learning agendas, including study design, indicative costs and potential providers;
• Advising Gavi’s centralized evaluation team on the feasibility of proposed design options for future evaluations given the limitations imposed by available data and incorporating lessons learned from evaluations to strengthen Gavi’s monitoring and learning approaches.
Help ensure that Gavi M&L’s activities and insights are represented and used in various forums and decision-making processes:
• Conduct rapid learning or evidence synthesis activities to respond to emerging questions;
• Contributing to the maintenance of Gavi’s learning priority questions to ensure they reflect current needs for new knowledge;
• Contribution to the development of Gavi governance and strategic positioning papers, executive briefing notes and team presentations;
• Representing Gavi and supporting senior management’s engagement in relevant internal and external dialogues and meetings (e.g. Immunization Agenda 2030, Health Data Collaborative) and working with key partners (e.g. WHO, UNICEF, Global Fund, Global Financing Facility). ).
Supervising and assisting MEL staff with:
• ensuring that key priorities and deliverables are met;
• Prepare and monitor work plans and budgets for teams;
• Conducting performance reviews and implementing professional development plans for direct reports.

QUALIFICATIONS
ACADEMIC
• Advanced university degree in Public Health or other relevant discipline (eg MPH, MSc, PhD) highly preferred; Bachelor’s degree required;
• Training in statistical and survey methods, infectious disease epidemiology and/or surveillance and assessment methods highly preferred.
WORK EXPERIENCE
• A minimum of 12 years of progressive professional experience in the coordination and monitoring of health programs (ideally immunization programs) and working with health program data and systems is required;
• At least 3 years of experience working with state governments at national and sub-national levels to plan and implement immunization and health systems data related programs is an advantage.
SKILLS/COMPETENCES
• Expertise in technical aspects of country data systems and tools relevant to the administration and monitoring of immunization programs is required. This could include health management information systems and in-depth reviews of data systems, electronic vaccination records, logistics information systems, surveys (household coverage surveys, post-campaign coverage surveys, LQAS, facility surveys) and data triangulation methods;
• Experience leading policy development, identifying practical solutions and developing guidance to strengthen data systems and policy tools at country level;
• Expertise in M&L methodologies for planning and monitoring of health programs in countries, including developing theories of change, developing monitoring frameworks and learning agendas, setting goals and facilitating reviews of program performance;
• Experience designing, implementing and managing programs to deliver immunization services is an advantage;
• Proven ability to influence senior management;
• Proven ability to facilitate the use of evidence by decision makers;
• Proven ability to lead the coordination of various stakeholders required for the successful delivery of projects involving multiple organizations;
• Proven ability to manage budgets, staff or consultants, subcontracts and deliverables;
• Proven ability to manage a variety of activities simultaneously, work in teams and take initiative;
• Proven ability to meet deadlines;
• Ability to work in a multicultural environment;
• Proven ability to work effectively with a range of partners;
• Excellent verbal and written communication skills.
