“19 billion in Rome, to spend it pact between public and private”
Faced with the “great opportunity” that Rome has today and the risks of not being able to spend the allocated funds, the president of Ance Roma-Acer, Antonio Ciucci, asked on Wednesday 25 January for “a permanent table” between Rome, the capital, the Government, contracting authorities, companies, professionals and intermediate bodies, with the aim of monitoring the progress of the works and intervening quickly in the event of critical issues. Ciucci also presented the new Observatory on the Pnrr and Jubilee 2025 works that Acer creates with the Recovery Plan Observatory of the Tor Vergata University.
Design completed for only 13% of the works
«Roma have opportunities ahead of them that they cannot waste – Ciucci said – and we cannot deny that there are difficulties. The Observatory is a stimulus so that everyone, knowing what needs to be done, can make a contribution: it is our belief that, in order to succeed, a cohesive spirit is needed». And he gave some numbers: in the Capital, the planning started for 25% of the Pnrr works and concluded for only 13%, while the percentage of tenders started is still at 15% and the works started at 8%. On the Jubilee front, however, “everything is still to be built”.
Gualtieri: investments up to 18.8 billion on the launch pad
The mayor of Rome, Roberto Gualtieri, said he agreed with Ciucci: “We need to strengthen a great pact between the public and private sectors.” He recalled that there are investments of up to 18.8 billion in the launch pad, if the 5.8 needed for Expo 2030 could be had, in which Gualtieri said he was confident (Meloni met the Secretary General of the Bie on Wednesday, Dimitri Kerkentz). 2.6 billion of Pnrr works contribute to the total figure, 1.3 billion of the Jubilee plan, 4.2 billion of additional national funds and 4.8 billion of “other funds” which include the European structural funds. Sustainable mobility is the richest chapter with 7 billion, followed by the circular economy and water management with 3.3 billion, urban regeneration with 3.3 billion and urban greenery and decorum with 3 billion. The bill of the new Acer Observatory, which holds the regional Pnrr interventions inside but excludes Expo, is 16.6 billion (of which 6 Pnrr and Jubilee).
Gualtieri expressed satisfaction with the signing of the first Dpcm Jubilee and thanked Meloni for the speed with which he launched it. On the other hand, I regret the fact that the decree had not already been approved by the Draghi government. “It was ready almost a year ago, we lost six months which we will recover anyway,” he said.
The Procurement Code
The morning was also an opportunity to talk more about the procurement code. “Critical position” of Ciucci who complained about the scarce involvement of companies and the fact that the real issues of the sector, the authorization phase and the executive phase, are not addressed. To modify professional tort, price revision and rule on variants.
