Part of the construction near České Budějovice includes, among other things, the Pohůrka tunnel, which alone is expected to cost more than a billion crowns, and a flyover over the Malše valley near Vidov. The ŘSD expects the Pohůrka tunnel to be put into operation in 2024. The date for the commissioning of individual sections near České Budějovice is now set for 2024 at the latest. “Earlier commissioning of individual sections without a tunnel is possible, but it is subject to negotiation and assessment of the transport model of the city of České Budějovice,” says Adam Koloušek from the press department of the Directorate of Roads and Motorways of the Czech Republic.
Posázavím in central Bohemia
This week, Transport Minister Martin Kupka also met with more than 40 representatives of Central Bohemian cities and municipalities at a working meeting on the preparation of the construction of the Central Bohemian section of the D3 highway, which was found in Jílové near Prague. Together with representatives of the Central Bohemian Region and the Directorate of Roads and Highways (ŘSD), they presented the current situation, the next steps of the preparatory procedure, and discussed with representatives of municipalities their comments on the planned route and possible compensatory measures related to the construction of the highway.

“I am convinced that open communication and fair dealings with representatives of local governments are key in order to move the central Bohemian part of D3 as close as possible to implementation in the foreseeable future. Today I presented the current situation in the preparation of D3 and discussed the comments of cities and municipalities along the prepared route,” said Minister of Transport Martin Kupka after the meeting.
Objection up to the Constitutional Court in Brno
There have long been disputes surrounding the route led by Posázaví, which reached the highest court instance. Part of the residents of the network along the route are afraid of a more environmentally friendly environmental burden, and some criticize that a more gentle and less expensive alternative could be found.
However, according to the opinion of the Ministry of Transport, the routing of the Central Bohemian section of the D3 highway in the so-called western variant, i.e. through the Posázaví area, was confirmed with definitive validity in November 2021, when the Supreme Administrative Court rejected the cassation complaint in the matter of the first update of the Principles of Territorial Development of the Central Bohemian Region. This definitively confirmed the validity of the updated ZÚR and thus ended the long-standing dispute over the management of the highway. Following the decision of the Supreme Administrative Court, in November 2022 the Constitutional Court in Brno rejected the complaint of the association Krajina 2000 and the municipality of Okrouhlo u Prahy.
Traffic models
“Traffic models have repeatedly shown that the dire traffic situation south of Prague cannot be solved simply by increasing the capacity of the existing I/3 road, as suggested by some opponents of the planned highway. For example, road II passes through Jílové, where we discussed today. class, over which 250,000 vehicles pass monthly. Right in the center of the village. Without building a new highway, we will never succeed in reducing the local traffic burden,” adds Martin Kupka.

Last November, the RSD submitted a request for the issuance of a zoning decision for all five highway sections and related feeders. The ŘSD used the possibilities given to it by the new legislation for the management of territorial management.
Geotechnical survey
Construction preparation continues. “In addition to the necessary engineering work to obtain a zoning decision, for which the Regional Office of the Central Bohemian Region is already required for the entire section of the highway, a very detailed geotechnical survey has also been underway in the highway route since the beginning of last year. Its results will be available at the end of this year and will serve as a key basis for the processing of documentation for building permits,” the current state of preparation was presented by Radek Mátl, Director General of the RSD.
“At the end of last year, negotiations were also started with the owners of land in the cadastral territory of Jílové u Prahy and Luka pod Medník, affected by the implementation of a detailed geotechnical survey for the Sázavu bridge and for the Luka and Kamenná Vrata tunnels, which will be secured through the excavation of exploratory tunnels,” added Radek Mátl . Exploration is particularly important in the locality, as it is an area affected by gold mining in the past.

The Central Bohemian section of D3 will measure 58.5 kilometers after its completion. The highway will connect to the Prague ring road near Jesenice and will then lead past Jílové, Netvořice and Maršovice and on to Heřmaničky. It will be connected to Benešov by the six-kilometer Wenceslas bridge. The construction should include, among other things, ten level crossings, seven tunnels with a total length of seven kilometers and a bridge over the Sázava River.
