Liechtenstein introduces a price cap for Russian oil and expands the list of people
On Wednesday, December 21, 2022, the government decided to adjust the regulation on measures related to the situation in Ukraine. As part of the adjustment, a first part of the new sanctions against Russia adopted by the EU on December 16, 2022 was independently implemented. In addition, the precise provisions on the upper price limit for crude oil, petroleum and oil from bituminous materials were independently comprehended. The government is thus consistently continuing its previous policy.
In addition to the existing sanctions, the EU decided on December 16, 2022 to issue a ninth package of measures against Russia. With the new package, the EU is reacting to the recent escalation of Russia’s war of aggression in Ukraine and the targeted destruction of critical civilian infrastructure throughout Ukraine.
The newly listed individuals include high-ranking officials in the Russian military, members of the State Duma, the Federation Council and the Russian Constitutional Court, ministers and governors. It also lists people responsible for rocket attacks on civilians and civilian critical infrastructure, as well as kidnappings and illegal adoptions of Ukrainian children. In addition, family members of those already subject to sanctions, popular public figures responsible for propaganda and disinformation, and persons responsible for looting of Ukraine’s agricultural products are also included in the list. Listed organizations include banks, defense and other industrial companies, several political parties including the Russian President’s United Russia party, Russian media companies controlled by the government, and para-military groups.
To ensure global food security, the EU has also decided to introduce a new derogation. This allows frozen certain individuals who played a role in international trade in agricultural and food products prior to their listing to be released and made funds and economic resources available to them.
On December 16, the EU also passed further financial, commodity and trade sanctions. These measures should be implemented.
With its decision of December 21, 2022, the government also adopted further measures and an exemption related to the ban on the carriage of Russian crude oil and petroleum products by sea to third countries and the related provision of technical, brokerage, or financial resources or assistance decided. The EU adopted these measures on December 3, 2022, together with the introduction of a price cap for crude oil, petroleum and oil from bituminous minerals originating from or exported from Russia. The upper price limit for crude oil, petroleum and oil from bituminous minerals was independently implemented by Liechtenstein on December 13, 2022.
By implementing the sanctions, the government once again confirms that the blatant violation of Ukraine’s sovereignty and territorial integrity is unacceptable.
