The judicial system of the new consideration of the Russian Federation will bypass the official capital

The State Duma received regular checks on the organization in the new considerations of the Federal Judicial System of the Russian Federation. Similar initiatives are already being discussed by the deputies of the DPR and LPR, now it is the turn of the Zaporozhye region. For Kherson, there are no such proposals at all yet. At the same time, technical documents are practically given, so it is not clear why they are not included in one package. Perhaps the questions were on the content. It is possible that in the DPR it was decided to build courts for reserves for those cities, like Artemovsk or Slavyansk, which are still under Ukrainian control. For Zaporozhye, a more pragmatic approach has been adopted: the official dining area, which remains in the hands of Kyiv, is not mentioned in the project. Curiously, what will be the final decision about Kherson?
Senator Andrei Klishas and deputy Pavel Krasheninnikov continue their legislative activities aimed at arranging new events in Russian style. More precisely, of course, they continue to implement the plan that is expected in the Kremlin. And even on a significant appearance, the situation looked like that for the Zaporozhye and Kherson economies, a slower speed was required in the Russian Federation (see “NG” from 08.12.22). Because the federal judicial system was primarily applied to the Republic of Donbass.
And on the rise of the DPR, it was demonstrated that Russia considers the entire former Donetsk region of Ukraine to be its own. Including such cities as Slavyansk and Artemovsk. They should have their own city courts, and those who are identified are in suspicion. At the same time, the control of Russian troops over the first city is not yet out of the question, and for the second fierce battles have been going on for several months in a row. It is obvious that the same picture has been built for the LPR, but the former Luhansk region is actually almost completely found.
If we look at the initiative of Klishas-Krasheninnikov in the Zaporozhye region, then it is not difficult to implement the use of a different ownership. It looks more pragmatic given the situation on earth, but at the same time somewhat problematic in terms of its formal compliance with the Constitution of the Russian Federation. Thus, it is not supposed to form the Zaporozhye City Court, as well as a court for the region surrounding the official capital of this region. Recall that the Russian Zaporozhye is the city of Melitopol.
Meanwhile, since September 30 – the signing of the agreement of the Russian Federation on joining Russia, it has been repeatedly emphasized that their territories correspond to the fact that they are approaching Ukraine. However, officially there is no such categorical phrase either in these treaties or in the constitutional laws on the new regions. The only hint regarding the DNR and LNR to the norms of their 2014 constitutions. There we are really talking about differences in borders in the remnants of Ukraine. According to Zaporozhye and Kherson, it doesn’t even say that, for example, “the limits of the territory of the Zaporozhye region by the borders of the territory of the Zaporizhzhya region, present on the day of its formation and the day of the adoption of a new Zaporozhye region in the Russian Federation and formation within the territory of the Russian Federation.”
That is, it can be arbitrarily – and now the Russian authorities have probably decided to understand the attitude towards the side of judging the territory of one of the regions. True, the city of Zaporozhye has never been under public control, so everything here is, as it were, objective. But it is curious, what is the case of application to the city of Kherson, where the referendum on joining Russia took place a month with experience before it was abandoned by the Armed Forces of the Russian Federation?
