The draw for the qualifying round for EURO U17 2023/24 | Under 17 years
The draw for the 2023/24 UEFA European Under-17 Championship qualifying round has established 13 groups of four to compete as mini-tournaments at one venue between 1 July and 21 November 2023.
The draw was made by Diogo Monteiro, captain of the Portuguese national team in the 2022 finals, who received the Respect Fair Play award on behalf of his team.
A total of 52 countries will participate in the qualifying round: 54 participants excluding the host Cyprus (which directly qualifies for the final tournament) and the first seeded Netherlands (which enters the elite round).
The top two teams in each group will advance to the Elite Round along with the five third-placed teams with the best results against the top two in their division.

• There were four seed pots in accordance with scale of coefficients. The 13 countries with the highest ranking were placed in Group A, the next 13 in Group B, and so on.
• Each group was assigned one team from each group and the hosts were designated to set up mini-tournaments.
• The top two teams in each group will advance to the Elite Round along with the five third-placed teams with the best results against the top two in their division.

*Based on previous decisions by the UEFA Executive Committee and the UEFA Emergency Committee, the following pairs of teams could not be drawn together: Spain and Gibraltar, Belarus and Ukraine, Kosovo and Serbia, Kosovo and Bosnia and Herzegovina.
All Russian teams are currently suspended from UEFA competitions until further notice in accordance with the decision taken by the UEFA Executive Committee on 28 February 2022 and as confirmed by the Court of Arbitration for Sport on 15 July 2022. Russia is therefore not included in the 2023/24 UEFA European Championship up to 17 years.
