23 proposals for the future of the health system in Greece!
The Panhellenic Conference on Health Economics and Policies 2022with Title “Sustainability and resilience: Securing the future of health systems”, begins work on Tuesday, December 13. The Conference is organized by the Institute of Health Economics (i-hecon) and the Hellenic Scientific Society for Health Economics & Policy (E.E.E.O.P.Y.), with the auspices of the Ministry of Health and the support of many scientific organizations such as EOPYY, IDIKA, the Hellenic Patients’ Union, the Health Technology Assessment Laboratory of the University of Western Attica, the Health Economics & Management Laboratory of the University of Piraeus, and the Health Policy Institute.
Nineteen scientific research educational (public or private) organizations support the premier conference in the field of health sciences and health services research.
This year, for the first time after the pandemic, it takes place in person, from December 13 to 15, 2022 at the Divani Caravel hotel in Athens with pre-conference tutorials that will take place on Monday, December 12.
The sustainability and resilience of health systems has emerged through the successive crises as a major issue, which now concerns society as a whole, from health professionals and politicians to the final recipients of the services, the citizens. The new conditions for dealing with communicable diseases, the movement but also the growth of populations in combination with the environmental and economic crisis, impose a change in the priorities for the reconstruction and development of the health systems, in order to cover the emerging needs, but also to shield themselves against those that will arise in the future. This multifactorial explanation requires an interdisciplinary approach and in this context the highlight of the Conference is not just to ask questions and discuss the issues, but to offer an interdisciplinary platform to create, highlight and critically evaluate interventions and policies for the health system . and public health. To further identify, through the analysis of experiences and lessons from epidemiology and public health, health security, cases in health and society, mental health, but also inequalities, the need for social support of minorities and of special populations, the role of medical innovation and digital technologies
In this perspective, the conference program includes: the assessment and planning of the political leadership of the country for health systems, public health and digital transformation through actions and national policies, the best practices from scientists from the European area, the views of health professions, academic institutions, independent authorities, representatives of the pharmaceutical industry, patient associations and civil society.
One hundred and twenty speakers among the 8 ministers and deputy ministers participate in the conference. From the Ministry of Health, Minister Athanasios Plevris, Deputy Minister Mina Gaga, Deputy Minister Zoi Rapti and the General Secretaries are participating
Irini Agapidaki, Marios Themistokleous and Ioannis Kotsiopoulos. The former Deputy Minister of Health and current adviser to the Prime Minister on innovation issues Vassilis Kontozamanis together with the Minister of Development Adonis Georgiadis will talk about how Greece can become a pole of attraction for investments in biotechnology. Other leading Ministers are Christos Staikouras who will talk about whether there is fiscal space for increasing the funding of the health system, an issue that has concerned the health sector for many years, as well as Akis Skertsos who will refer to the lessons learned from the management of the pandemic . Covid-19, in how the cross-sectoral policy of governments is formed in crisis conditions. The Deputy Minister of Culture, Nikolas Giatromanolakis, will speak about the integration of the functional dimension of culture into public health policies, the Cultural Prescription program.

Twenty-two speeches from representatives of all agencies, with João Breda from the World Health Organization, Anne Moen from Gravitate Health, a large IMI program in which Greece participates together with 14 other countries, and Sabine Vuik from the OECD, among all distinguished Greek and foreign speakers are included in the conference program.
Thirty-four round tables from the Partnership for Health System Sustainability and Resilience (LSE), Unicom, Gravitate Health and Connecting Health, Greek organizations such as EOPYY, IDIKA SA, and ODIPY. S.A., as well as universities will capture the future for the health system in Greece, through the best practices adapted to the Greek reality.
Prominent issues are the structure of public health, the reform of the personal physician, prevention with reference to the “Apostolos Doxiadis” program and the management of cancer and chronic diseases, the digital transformation as well as new standards of care such as Hospital care at home for oncology patients with the “HOME” pilot program, which the Ministry of Health’s ambition is to develop further for other diseases as well. Paharkia, the epidemic of the 21st century and the emerging policies to deal with it will be highlighted through the proceedings of the conference.
As every year, the chronic issues of the increasing pharmaceutical expenditure of the hospital claw back will be analyzed, while the parity in the health system, access to drug innovation, mental health issues and other technical issues such as the evaluation of health technologies will be discussed.
At the same time, 85 scientific papers will be presented, on the following topics: Epidemiology / Public Health, Health Services Research, History and Philosophy of Health, Health Economics, Economic Evaluation of Medicines and Health Technology, Organization and Administration of Health Services, Health Informatics, Quality, Policies of Health and Health Services.
In the pre-conference tutorials, current topics will be analyzed such as: Access of medicines to the market (Market Access), Tools for measuring the quality of health services. Digital governance of medicine 2022-2030, Tools and indicators for the evaluation of hospital administration, The medicine equipment (EMA) directions for medicine: new coding models (idmp, epi).
In the work of the Conference, as every year, all the bodies of the health sector participate, as well as health professionals, clinicians and researchers, scientists from social, economic and humanitarian studies, public officials, representatives of the public and private sector, scientific bodies and universities.
In the shadow of the absence of the initiator of the Conference, Professor Yiannis Kyriopoulos, his students and colleagues continue the legacy of the work he started, with the belief that the sustainability and resilience of the health systems will determine the future of Greece. On Wednesday, December 14, at the end of the day’s work, a special session in memory of Professor Yiannis Kyriopoulos, open to all, has been planned.
