The Confederation of Revolutionary Workers’ Unions of Turkey (DİSK) announced the minimum wage demand according to 2023 data.
Evaluations of the “Minimum Wage Survey” by DİSK AR DİSK President Arzu Çerkezoğlu, citing the data of the laborers’ expenditure between 125 and 140 percent, which has a high effect even on the discussion and underestimated TurkStat managers, said, “A humane minimum wage is 13 thousand 200 liras net. must,” he said.
Çerkezoğlu’s statement regarding the minimum wage at DİSK Headquarters is as follows:
“Today, in the face of high resources, the incomes of employees, public employees and retirees continue to melt rapidly. The distribution of food among the retired and low-income people is in the 131-151 percent band.
On the other hand, high distribution does not affect the distribution and income distribution negatively. While the share of labor (labor force) in domestic product has decreased in recent years, the share of capital continues to increase. This order, which gives wealth from the poor to investment and capital, causes the costs to be suppressed.
As unionization is suppressed, the scope of collective restrictions narrows, and strikes are banned, the employment rate at minimum wage increases. On the other hand, since the increase in the minimum wage is not reflected in other wages, the minimum wage becomes the average wage. While it becomes the targeted “minimum income gateway”, it is melting more and more every day in the face of minimum wage and hikes.
In summary, today we use average cost, not a cost to reduce the minimum cost. Under these conditions, it is of vital importance that the minimum wage be determined as a humanly livable wage.
Our demands regarding the minimum wage as DİSK, the field of facts that we have set forth in this report and which we have made in the previous sections, are as follows:
SCOPE OF COLLECTIVE BARGAINING, NOT MINIMUM FEES, SHOULD BE EXPANDED
Today, our main activity is to keep the employment rates at the minimum level with the minimum wage, to get rid of the minimum consumption of the enterprise and to limit the wage levels with collective bargaining and collective agreements. Our main issue is to increase the scope of unionization and collective bargaining in Turkey. In order for millions not to be sentenced to the minimum wage, all legal and deportation barriers and thresholds should be removed after union rights, and the scope of collective bargaining should be expanded as in many organizations in the world.
IT MUST BE CONSIDERED THAT THE MINIMUM WAGE HAS BECOME AN AVERAGE WAGE
The minimum wage entitlement is not the lowest wage and is quickly turning into the average wage. The minimum wage is a matter of millions. It has the authority to hold this fact in determining the minimum wage.
PER Capita GDP GROWTH SHOULD BE BASED ON NOT OFFICIAL INFLATION
The minimum wage should be determined not according to the suppressed and unreflective official situation, but according to legal regulations and economic retention. While determining the minimum wage, the food shortage of the low-income and the increase in national income per capita should be taken as a basis.
MINIMUM WAGE SHOULD BE RESET WITHIN THE YEAR
The minimum wage should be set four times a year until the high consumption consumption we live in drops to single digits.
MINIMUM FEES MUST BE DETECTED IN ACCORDANCE WITH INTERNATIONAL RULES
International rules are not followed in determining the minimum wage in Turkey. It does not take into account the standards of the United Nations, the International Labor Organization and the Council of Europe. He does not join the worker’s family in determining the minimum wage. The ILO Convention No. 131 on the determination of the minimum wage should be ratified, and the reservation on the European Social Charter regarding the minimum wage should be lifted. The minimum wage should be set internationally, as appropriate, not just for a worker, but as an amount that the worker can live with with his or her family.
LIVING CONDITIONS MUST BE CONSIDERED WHEN DETERMINING THE MINIMUM WAGE
Minimum wage should have a cost. The limitation limit should be considered as a criterion when determining the minimum wage, and based on the estimation that there are two employees in a house, the minimum wage should meet at least half of the limit limits. Overlooking the poverty line will result in a minimum wage, limiting the millions who live on cost in Turkey.
THE FIRST TAX CHANGE RATE AFTER MINIMUM WAGE SHOULD BE REDUCED TO 10 PERCENT
In addition to tax exemption and support to reach the minimum wage, the rate of reaching the first tax bracket after the minimum wage should be reduced to 10 percent. The tax brackets tariff should be increased at least per capita GDP, employment should be in the upper tax brackets in the first months of the year, and wages should be prevented from falling during the year.
MINIMUM WAGES SHOULD BE RISED TO THE MINIMUM WAGE.
Before the Law No. 5510, which was targeted in 2008, there was no pension below the minimum wage. The lowest pension for birth is completed to 3 thousand 500 TL with the support of the Treasury. The lowest pension should be the minimum wage and all pensions should be increased by the same proportion.
MINIMUM WAGE MUST BE AT MINIMUM NET 13 THOUSAND 200 TL
While determining the minimum wage amount, it is considered to be the fact that the minimum wage is the average wage. The minimum wage should be at least 13 thousand 200 TL in order to take into account the high input, the poverty line, the increase in food prices and economic growth.
The minimum level of protection for a family of four is over 26 thousand TL. It is necessary to exceed the time limit when two people are working in a house. Therefore, the minimum wage should be at least 13 thousand 200 TL net. This amount should be re-evaluated in 2023.
The amounts involved in this will be unjust and the result of the condemnation of imperfections after producing all the value and beauty of this country.
Regardless of the preferences, side and determination of the governments of the country, the working class of Turkey has and will have a will against it.”
