While winter is approaching and worrying, with the announcement of probable power cuts in the event of extreme cold and electrical surges, the Pink City benefits from a rather exceptional situation thanks to the use of the heat produced by the Mirail incinerator. Two networks supplying the west and east of Toulouse
In Toulouse, there are two urban heating networks in Toulouse, that of Mirail and that known as Plain Campus. Both distribute thermal energy produced mainly from waste heat from the Mirail Household Waste Incineration Unit (UIOM) which depends on Decoset, explains Pierre Trautmann, the municipal elected official in charge of these questions.
The Mirail Urban Heating Network (RCU) supplies calorific energy (for heating and domestic hot water) and refrigeration (for air conditioning) to condominiums and public establishments (including school groups, Jean Jaurès University , disinfection of the CHU, its kitchens and its sterilization unit, the Zénith) located on the left bank of the Garonne. The Mirail RCU more particularly serves the so-called “historic” sector: Bellefontaine, Mirail, Reynerie, and the “Cancéropole” sectors, the Cartoucherie eco-district (extension 2015) and Bagatelle.
The Purpan University Hospital was recently adapted to provide heat for domestic hot water only in summer (the Mirail UIOM’s capacity to provide heat in winter is not sufficient, due to significant needs of the Purpan University Hospital. Under these conditions, the connection of the Purpan University Hospital only provides summer “heat”.)
Empalot, Niel, Malepère and soon Ramier Island
The RCU Plaine Campus also provides heating and cooling energy to condominiums and public establishments (school groups, Rangueil Hospital Center, Regional Hall, etc.) located on the right bank of the Garonne. It serves more particularly the districts of Empalot, Niel, Toulouse Aerospace, Saint-Exupéry and Malepère and very soon the island of Ramier. The German pharmaceutical company Evotec was recently attached to the RCU Plaine Campus. The consumption of the Evotec site is estimated at 13 GWh per year, or 1,000 equivalent old dwellings. This connection will prevent the emission of 2,000 tonnes of CO2 per year.
Toulouse Métropole has launched a DSP (public service delegation) procedure for the creation and operation of a heating network serving Grand Matabiau. The procedure is in the process of being awarded.
