GREAT AND GENERAL COUNCIL, SESSION 28 NOVEMBER – 2 DECEMBER

The first council session of December ends in the afternoon, with the vote on the agendas. At the start of the session, the examination of theinstance of Arengo n.20 “for a comprehensive national action plan against violence against women (promoted by the San Marino Women’s Union) to be implemented. The SDS for Justice Massimo Andrea Ugolini reports the reference of the Authority for equal opportunities which traces the initiatives carried out against gender-based violence, finally, the opinion given is against acceptance. During the debate, there are several majority councilors who anticipate however the vote in favor of the instance which will eventually come accepted with 13 votes in favour, 11 against and 2 not voting.
We then move on to the last paragraph to be processed, the examination of the agendas presented in the previous council session and in the communications paragraph of this session. On all 5 Odg presented, only the first, the one, is accepted of Libera relating to the collection of wastei, who gets unanimous favorable vote by the House.
In particular, the Odg commits the State Congress to include the waste collection system with the door-to-door system and “to arrange for the III Permanent Council Commission to be convened by January to audit the leaders of the AASS on the activities of the Company on waste management, together with the State Secretaries responsible for the matter”. In fact, during the debate, the SDS for the Environment and with responsibility for the reports of the AASS, Stefano Canti, gave a favorable opinion on the acceptance for an in-depth study on the issue of waste, in particular on the organization of a hearing in the commission and in providing up-to-date data. However, he asks to change the timing indicated in the text (in fact the original text asked for the hearing within the year) and the commission involved (preferring the IV and not the III).
Rejected the other agendas: thumbs down from the Chamber to a second Odg from Libera on the subject of security, “to schedule within a month a specific debate to discuss precise political lines relating to the subject of security within the Republic in order to improve organization, tools, training and cooperation between the police forces and the possible involvement of voluntary bodies in certain emergency situations”.
The same fate for a third Odg di Libera on the subject of the former Banca Cis, presented together with the independent directors Grazia Zafferani and Rossano Fabbri of the mixed group, following the appeal to Strasbourg by former account holders who contest the transformation of their bonds into government bonds . The text was aimed at convening the Permanent Council Commission III, with the presence of the Secretary of State for Finance and the Budget, the top management of BCSM and the administrators of the assignee banks of the former Banca Cis “in order to identify sustainable solutions for the former account holders of Banca Cis”. The SDS Ugolini asks to reject the Odg: the Secretariat of State for Finance is active on this focus, he assures, and references will be made as soon as possible in the dedicated council commission. The Odg is rejected with 20 votes against and 10 in favor.
Finally, with 15 votes against, 9 in favor and 2 abstentions, the Odg on energy tariffs presented by Repubblica Futura was rejected “to request the government to present amendments to the budget law forecast for 2023 in order to reduce methane gas tariffs and of electricity and to commit the President of the Permanent Council Commission III to convene a meeting of the Commission on the subject with the presence of the Energy Authority”. “It is paradoxical – explains Andrea Zafferani, Rf – to note in the Chamber not only that the gas and electricity tariffs have increased, at the moment we have no support and aid intervention to deal with the increases w the increases are regressive, they affect percentage of the weakest families”. “The government and the Authority have done a lot to meet the tariff increases – replies the SDS Stefano Canti – the government is also committed to finding alternative solutions, even with its consultants, we will be able to make a reference for the next budget law ”. So precisely “in the light of the work that is being done”, the government’s orientation is to reject the Odg.
The Board’s work ended with the withdrawal of the last Odg, presented by the independent directors Grazia Zafferani, Sandra Giardi and some Libera directors. At the center of the text is the Juliane Assange question: it is requested that the Congress of State take action to prevent the United Kingdom from proceeding with the extraction of the journalist from the United States and that the Council commit itself to granting him honorary San Marino citizenship. “Given the low participation in the Chamber – explains Zafferani – there is a risk of debasing the Odg and we ask for its withdrawal”.
