This is less than in December 2021, but nevertheless, this is a significant amount of budget spending, Siluanov said. In addition, the financial block has to consider that it is necessary to consider that it is “extra” money, because the traditional egg for reserves in the form of a sharp increase in emissions, insolvency with a $ 300 billion, high prices for hydrocarbons and ultra-high prices for exports of products, imports, a surplus is formed .
According to the results of nine months, the federal budget showed a surplus of 0.2% of GDP, or more than 200 billion rubles, Siluanov said. Revenues amounted to 19.7 trillion rubles, which is more than 10% higher than in the same period last year. “Income growth is mainly due to oil and gas revenues – they increased by more than 37%,” Siluanov said. Oil and gas institutions are taken at 4%. Earlier, the Ministry of Finance reported that for six months the surplus amounted to 1.37 trillion rubles, a little later the Treasury was specified – 1.48 trillion.
This year we are improving the course of budget execution, Siluanov assured us that we have cultivated executive discipline. According to him, expenses are at the level of 70%, which is almost 6% higher than last year, but, officially admitted, “there are certain positions, we need to accelerate the fulfillment of our obligations on packages.”
“We are working with ministries and departments to adjust budget allocations, make the necessary changes to the design, to the limits of budget obligations, in order to fully fulfill budget assignments,” he assured.
“In the future, we see a significant amount of funds that are redistributed through the reserve fund – about 6 trillion rubles. We need these resources in order to fully fulfill the obligations of both the obligations of the year and to finance a number of obligations in an expeditious manner, which are envisaged for 2023,” Siluanov.
The Minister said that a new Duma of the budget for 2023-2025 has been adopted, and will be considered in the Federation Council this week. “It will already be possible to conclude contracts, agreements, sign obligations in accordance with the volumes of appropriations that are provided for the upcoming three-year period,” he said.
True, Siluanov made a reservation, in order to quickly bring the limits, it is still necessary to adopt all the necessary regulatory legal acts, part of the adoption of an already adopted decision, and part still to be adopted before the end of the year. “It is necessary to consider changes in the passport of individual projects in accordance with the constitution, which were adopted for the upcoming three-year period, consider mandatory regulatory acts for the assessment, determine procurement schedules, and also include proposals with the parliaments of the Russian Federation,” Siluanov explained.
