According to PAP information, the signing of operational arrangements can be sent in a few weeks. The EC explained that “this is a bilateral agreement with technical features between the countries concerned identified and the Commission, which sets out the evidence needed for enforcement that the various milestones and milestones have been reached and how it will work with each state identified to monitor implementation of each KPO”.
The commission has shown that after signing the documents of your origin, it can submit the first payment application, under the influence that milestones have been reached.
“In the case of Poland, these are milestones related to some specific use of the Polish judiciary and the Arachne tool, an IT tool supporting a Member State in their anti-fraud activities. Without these milestones, no payment is possible. The Commission will then have up to two months to consider this request for payment and submit its initial assessment to the Economic and Financial Committee of the Council, which in turn should implement its assessment within the next day.
It was also recalled that the EU Council approved the Polish KPO on June 17. It amounts to EUR 23.9 billion in subsidies and EUR 11.5 billion in free. The financing agreement and the loan agreement between the Commission and the Polish authorities have been finalized and entered into force
