It is a general fed up for the tenants of a building in the Fontaine d’Ouche. The dilapidation of the building is denounced by the residents: the dwellings have humidity problems, and the insulation is insufficient. Renovation work has been announced.
It is a building that overlooks Boulevard Chanoine Kir, in the Fontaine d’Ouche district of Dijon. Exasperated tenants posted banners on their balconies “angry tenants” or “Are you expecting a dead person?”.
Hassan is the tenant of the building. This father denounces faulty heating and dilapidated insulation. He bought an electric space heater to maintain the correct temperature in his son’s room. To block the air inlet under the poorly insulated window, he puts towels : “I put the towels so that the air does not enter. Because of the air, my son fell ill.”
In the loggia of the apartment he occupies, traces of humidity and mold: “the water, it comes in through there!” Hassan runs his finger over the traces of black, damp mould: “When it rains, the water comes in here! Is that normal? What is that?”
The lack of isolation and above all, humidity problems are also present in other apartments. Every year, Abassia Zitouni tries to hide the damage on the walls of her loggia “We paint, we wash, and it comes back!”
Despite the rent paid monthly, late work to be carried out. Abassia is impatient: “there I ask that as soon as possible, that they do some work. We have to do something, they have to move things!
At the bottom of the building, several tenants discuss the problems of their housing. For one, a sliding window that no longer closes. A young mother testifies: “3 weeks after being stuck in the elevator, another elevator breakdown. I had to walk down the four floors with the stroller.”
In the basements, two fires have already occurred. A tenant shows the France 3 team the damaged electrical wires. A tenant declares : “we don’t know if there is still current in these wires, we are afraid!”

For years, work has been expected in this building. For example, a net was installed in 2015 to secure the facade or, at the foot of the building, a slab reinforced by props below the street.
The lessor, ICF Habitat has just announced major works in 2024: “These works accept the ‘eco-rehabilitation’ system of the Métropole de Dijon to lead the residence to a high level of energy performance and living comfort. Improvement works will be carried out on a case-by-case basis, pending total rehabilitation. of the residence.”
When discussing these upcoming works, one tenant remains quite optimistic: “Normally, we should be well off! They told us it was going to be a super nice residence! I want to believe it, why not? Is it a great victory? We’ll see!”
Another tenant is much less pleased: “There is nothing that is done yet, for me it’s just talk, and not concrete!”
The diagnostic phase carried out in the 160 apartments of the residence should begin in the first quarter of 2023.
